Letter dated July 17, 2003 from J. J. Sheppard to NRC Document Control Desk, "Supplement to STP Commitment to Investigate and Repair Bottom Mounted Instrumentation Penetration Indications" (NOC-AE-03001567)
The referenced letter documents a commitment made by STPNOC to perform volumetric examinations of the STP Unit 2 bottom mounted instrumentation (BMI) penetrations. Specifically, the commitment stated that STPNOC would:
Examine Unit 2 penetrations with a volumetric NDE method at the next Unit 2 refueling outage where the core barrel is planned to be removed (currently 2REl1 scheduled for 2005).
The planned scope of 2RE1 1 does not require removal of the core barrel and removal of the core barrel would significantly affect the outage. The visual inspections of STP Unit 1 and Unit 2 BMI penetrations and a review of the large amount of industry BMI inspection data that is now available as a result of the industry and NRC response to the BMI leakage at STP Unit 1 in 2003 have not identified any other incidents of BMI cracking or leakage. Based on this information STPNOC has concluded the likelihood of STP Unit 2 BMI penetration cracking or leakage is very low and volumetric inspection of the penetrations in 2REl 1 is not necessary. STPNOC will continue to perform visual inspections of the Unit 1 and Unit 2 BMI penetrations at each outage as required by our procedures. Consequently, STPNOC has determined that the volumetric examination of the Unit 2 BMI penetrations can be safely rescheduled for the Unit 2 10-year In-Service Inspection scheduled for Spring 2010, which is the next Unit 2 outage where the core barrel is planned to be removed. The commitment is being revised accordingly.
