Martin, dated January 11, 1988, "Response to NRC Compliance Bulletin No. 87-02" On April 22, 1988, the NRC issued Bulletin No. 87-02, Supplement 1 (Reference 1), and later provided clarification of these requirements by issuing Bulletin No. 87-02, Supplement 2 (Reference 2).
The attached contains the District's response to NRC Bulletin No. 87-02, Supplements 1 and 2.
The NRC issued NRC Compliance Bulletin No. 87-02 (Reference 3) on November 6,1987.
This bulletin required licensees and construction permit holders to review their ~ receipt inspection requirements and controls for vendor-supplied fasteners and independently determine, through testing, whether fasteners (studs, bolts, cap screws, and nuts) in storec at their facilities met applicable mechanical and chemical specification requirements.
Response to Bulletin No. 87-02 was required within 60 days of its receipt.
r-U.S. Nuclear Regulatory Commission July 20, 1988 Page 2 By letter. dated January 11, 1988, (Reference 4) the District provided its response to NRC Bulletin No. 87-02.
This response provided a description of the procedures and controls in place at CNS for the receipt of vendor-supplied fasteners, and indicated that all fasteners selected and tested-in accordance with Bulletin No. 87-02 were within specifications.
As a result of this testing, no further action on the Bulletin was anticipated or planned.
NRC Bulletin No.- 87-02, Supplement i requested licensees and construction permit holders to submit information regarding the vendors which have supplied safety-related or nonsafety-related fasteners within the last 10 years.
This information was to include the name and address of the manufacturer or supplier, and specification of the fastener provided.
Upon receiving Bulletin No. 87-02, Supplement 1, the District began a search of Purchase Orders (POs) and Certifications to generate the requested information.
On June 10, 1988, the NRC issued Bulletin No. 87-02, Supplement 2, which superceded the requirements of Bulletin No. 87-02, Supplement 1.
NRC Bulletin No. 87-02, Supplement 2 required addressees to provide within 90 days of receipt of Supplement 1:
"1.
A list of the suppliers and raanufacturers from which safety-related ferrous fasteners 1/4 inch in diameter or greater may have been purchased, within the past 10 years, including addresses.
For those fasteners purchased from fastener suppliers and/or original equipment manufacturers, any available information that identifies the manufacturer or sub-tier supplier of the fasteners also should be provided.
Approved Vendor List or Qualified Supplier Lists are the intended sources for this information.
Addressees are not required to search purchase order files, contact subcontractors to obtain the information, or submit data on fasteners supplied as part of the original component.

For nonsafety-related fasteners the same information as requested in the first two sentences of item 1, above, except that a) the time of interest is for fasteners procured in the last 5 years, and b) the search of available records in this case should include purchase orders unless the licensee utilizes approved vendor lists or qualified supplier lists in procuring nonsafety-related fasteners.
This information collection is understood to be on a best-effort basis.
Further, addressees are not required to contact subcontractors to obtain the information or to submit data on fasteners supplied as part of an original component."
Accordingly, the District has gathered the requested information. identifies the suppliers / manufacturers which may have provided CNS with safety-related fasteners as described above during the past 10 years.
This list was generated by review of the District's Approved Supplier List (ASL) for the time period July 1977 through June 1988.
Additionally, identifies potential sub-tier suppliers /
manufacturers of safety-related fasteners identified during the District's review of POs and Certifications initiated in response to Supplement 1.
