Dear Sir or Madam:

In Reference 1, Nebraska Public Power District (NPPD) provided the results of external flooding walkdowns performed at Cooper Nuclear Station (CNS). These results were provided to the Nuclear Regulatory Commission as a result of information requested per Reference 2. During subsequent reviews of the flooding walkdown report, NPPD identified one item in the report that requires clarification.

The Attachment provides a description of the clarification made to CNS' Flooding Walkdown Report. The Enclosure provides a replacement page with the change identified by a revision bar in the right hand margin.

There are no new commitments contained in this letter.

Background

On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued Reference 2 to all power reactor licensees and holders of construction permits in active or deferred status. In Enclosure 4 of Reference 2, the NRC requested licensees perform flooding walkdowns to verify that plant features credited in the current licensing basis for protection and mitigation from external flood events are available, functional, and properly maintained. Nebraska Public Power District (NPPD) provided Cooper Nuclear Station's flooding walkdown report on November 27, 2012 (Reference 1).

2.0 Description of Clarification During subsequent reviews of Reference 1, NPPD identified the following item requiring clarification on Page 2 of 36:

Description of Mean Sea Level (MSL) in List of Acronyms is modified to delete the reference to National Geodetic Vertical Datum of 1929 (NGVD29)

The List of Acronyms indicates that MSL is based on NGVD29. NGVD29 is a topographical surveying vertical control datum that would have been used at the time of the construction of the plant. Neither the Updated Safety Analysis Report (USAR), nor any other original plant construction documentation, identifies the datum to which the plant's benchmarks are set. When the plant was re-surveyed in 2012, the final results indicated that the plant is built 0.11 ft lower than NGVD29. The presence of this gap does not indicate any issues with the plant, its construction, or external flood protection. Required elevation values for flood protection and the elevations of the floors and levees that are given in the USAR have units of"ft MSL." This indicates that the same datum was consistently used to set the requirements and measure the elevations reported in the USAR.

This clarification does not impact the conclusions of Reference 1.
