~ Southern Nuclear June 30,2017 Docket Nos.: 50-348 50-364 U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, D. C. 20555-0001 J. J. Hutto Regulatory Affairs Director Joseph M. Farley Nuclear Plant 40 Inverness Center Parkway Post Office Box 1295 Birmingham, AL 35242 205 992 5872 tel 205 992 7601 fax jjhutto@ southernco.com NL-17-1124 Clarification to Request to Revise LCO 3.8.9 Distribution Systems -Operating Ladies and Gentlemen:
By letter dated October 11, 2016, and as supplemented by letter dated May 15, 2017, Southern Nuclear Operating Company (SNC) submitted a license amendment request to revise the Technical Specifications (TS) for the Joseph M. Farley Nuclear Plant (FNP) Units 1 and 2.
Based on follow-up discussion with the Nuclear Regulatory Commission (NRC) staff, the following clarification is provided:
Selecting the '1 C emergency diesel generator (EDG) unit selector switch (USS) to the "non-affected unit" (i.e. the unit whose 4160V H bus is able to supply the load center (LC) 1-2R) will not influence the unit to which the 1-2A EDG aligns. Selecting the 1 C EDG USS to the non-affected unit will ensure the 1 C EDG will not operate in a condition where necessary support equipment is unavailable (e.g., ventilation equipment) due to the 1-2R LC being de-energized.
Operating the 1 C EDG in a condition where necessary support equipment is unavailable could potentially lead to engine damage during an emergency. While selecting the 1 C EDG USS to the non-affected unit will make the 1 C EDG inoperable for the "affected unit" (i.e. the unit whose 4160V H bus is not able to supply the LC 1-2R), the remaining S-train EDG is sufficient to meet the safety analysis requirement to provide for safe reactor shutdown and to mitigate the consequences of a Design Basis Accident (DBA) such as a loss of coolant accident (LOCA).
This letter contains no NRC commitments. If you have any questions, please contact Ken McElroy at 205.992.7369.
