Edwin I. Hatch Nuclear Plant Vogtle Electric Generating Plant Report of Changes to Emergency Plan Ladies and Gentlemen:

In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), Southern Nuclear Operating Company (SNC) hereby submits descriptions of changes to plant emergency plans and a summary of the analysis demonstrating that the changes did not reduce the effectiveness of the plans, and the plans, as changed, continue to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b).

Description of Changes and Summary of Analysis On May 31, 2016, Edwin I. Hatch Nuclear Plant (Hatch) published a revision to procedure 73EP-EIP-009-0, Version 12, "Nuclear Security Duties." The changes made complied with Planning Standard 50.47(b)(10), were at a level of detail below that found in the Hatch Emergency Plan, conformed certain details to the Hatch Security Plan, and did not change the personnel duties, responsibilities or functions in the Hatch Emergency Plan.

On June 8, 2016, SNC implemented changes to siren equipment at Vogtle Electric Generating Plant (Vogtle). The outdated siren repeater radio frequency (RF) system was replaced with updated equipment to increase reliability of the system. This equipment is not listed in and required no changes to the Vogtle Emergency Plan, the Vogtle Alert and Notification System (ANS) Design Report, or regulatory commitments.

These changes were evaluated in accordance with 10 CFR 50.54(q)(3); and it was determined that these changes did not reduce the effectiveness of the SNC Emergency Plans and continue to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b).
