In letter dated July 14, 2008, Southern Nuclear Operating Company (SNC) submitted a response to your request for additional information (RAI) regarding the Fourth Ten-Year Intervallnservice Testing Program Update. Included in the RAI response, SNC requested intern approval for RR-P-3 until July 1, 2009 to allow additional testing be performed for the motor-driven auxiliary feedwater pumps to determine if a substantial flow rate can be achieved for Interval Inservice Testing. SNC committed to test the motor-driven auxiliary feedwater pumps to determine if >50 gpm flow can be achieved and provide the results to the NRC prior to July 1,2009.

By letter dated August 6,2008, the NRC completed its review and provided a safety evaluation authorizing relief request RR-P-3 for an interim period until July 1, 2010 pursuant to 10 CFR 50.55a(a)(3)(ii) based on the determination that compliance with the specified ASME OM Code requirements results in hardship or unusual difficulty without a compensating increase in the level of quality and safety.

SNC is changing the original commitment date of prior to July 1, 2009 to September 1, 2009. SNC has determined that additional time is required to evaluate the possible affects of testing the motor-driven auxiliary feedwater pumps using the test line to get a flow greater than 50 gpm. This additional time is needed based on high vibrations experienced while testing of the turbine driven auxiliary feedwater pump test line that resulted in degradation of the piping. Relief request RR-P-3 is under consideration for withdrawal pending the outcome of this engineering evaluation.
