Dear Mr. Davis:
As discussed with you and members of your staff on July 5,1990, certain members of our operating staff failed the recent operator requalification exam. These individuals have been restricted from performing licensed activities. We have identified several activities (Equipment Tagouts and Screening and Authorization of minor maintenance activities) which have historically been administratively assigned to licensed personnel at the DAEC for which a license is not required under section 55 of Title 10 of the Code of Federal Regulations. We have reviewed our commitments relating to the conduct of operations at the DAEC in the Updated Final Safety Analysis Report, Quality Assurance Manual and Technical Specifications, and believe that it is acceptable for these individuals to perform limited operation duties that do not involve the man pui.etion i
of controls that can affect reactivity or other activities reservao in these documents to licensed individuals. The operators involved have demonstrated proficiency in these tasks in day to day operations.
None of these tasks involve responsibility in areas where deficiencies were noted during requalification testing..
We believe it is in the best in,terest of plant safety and personnel morale for these individuals to perform in this support role uritil such time as remedial training and follow up testing is completed to restore their license qualification. We will allow performance of these restricted duties immediately following issuancc of an internal order outlining the restricted duties.
