In accordance with the American Society of Mechanical Engineers Code for Operation and Maintenance of Nuclear Power Plants (ASME OM Code}, Subparagraph ISTA-3200, and Southern Nuclear Operating Company (SNC) procedures, SNC is submitting, for your information, a copy of the Vogtle Electric Generating Plant Units 3 and 4 lnservice Testing Program Plan - 1st Interval (Version 1.0). This is the initial issuance of the lnservice Testing Program Plan.

1.6 RESPONSIBILITY SouthernNuclearOperatingCompany(SNC)bearstheoverallresponsibilityforthe implementationoftheInservicetestingactivitiescontainedinthisprogrampertheASMEOM Code2012Edition,SubsectionISTA1500.
1.7 RECORDS Recordsanddocumentationofinformationandtestingresults,whichprovidedthebasisfor evaluationandwhichfacilitatecomparisonwithresultsfrompreviousandsubsequenttests,will bemaintainedandavailablefortheactivelifeofthecomponentorsysteminaccordancewith theASMEOMCode2012Edition,SubsectionISTA9000.
1.8METHODSOFTESTING Themethodoftestingapplicabletothecomponentswillbecontainedintheplantspecific procedureswhichhavenotbeenfinalizedatthistimeandarenotreferencedinthisdocument.
TheproceduresarebeingdevelopedinaccordancewithOMCoderequirementsandNRC conditions.TheOMCodedoesnotstipulateanyspecifictraining/certificationrequirementsfor personnelinvolvedinOMCodetesting.AtPlantVogtleUnits3&4,alltestingisperformedby operations,maintenance,engineeringorcontractpersonnelwhohavebeentrainedtoperform specifictestingtasks.
1.9 STANDARDSFORTESTINGEVALUATION Theacceptancecriteriaapplicableforthecomponentstobetestedwillinitiallybedeveloped basedonPreservicetestingresults,andcalculationlimitationsintheaccidentanalyses,in accordancewithOMCoderequirements.Analysislimits,whereapplicableareprovidedinthe ISTBasisdocuments.Acceptancecriteriaforspecifictestswillbecontainedintheapplicable surveillancetestingprocedureswhichwillbeavailableforreviewattheplantsite.

Reasonfor Request:
WithaoneyeargapbetweenthescheduledfuelloadingsofVogtleUnit3and Unit4,thereisthepossibilitythattheCodeEditionrequiredfortheInservice Testprogramplanwillbedifferentbetweenthetwounits.Becausethetwo units are nearly identical, the Combined License application was for both units,andbothunitsshareacommonUFSAR,itwouldcreateinconsistencies betweenthetwounitsthatwouldincreasethecomplexityoftheUFSARand testing programs that would increase the probability of human error in developingandimplementingtwodifferentprograms.

TominimizetheproblemsofdevelopingandimplementingtwoseparateIST Programs,itwouldbepreferabletohavebothISTProgramsbedevelopedto theCodeEditionandAddendarequiredfortheleadunit(Unit3).
Based on the current scheduled initial loading of fuel for Unit 3 being November23,2020,andthecurrentscheduleforadditionofASMEOMCode Editionsto10CFR50.55abeinglateFebruary2020,thecurrentlatestedition of the OM Code listed in 10CFR50.55a (2012 Edition) would be used for establishingtheinitial120monthintervalISTProgramsforVogtle3&4.
Proposed Alternativeand BasisforUse:
ProposedAlternative:
Inlieuoftherequirementsof10CFR50.55a(f)(4)(i),forestablishingtheASME OMCodeeditionandaddendafortheinitialInserviceTestinterval,andthe equivalent requirements in ISTA3200(f)(2), it is proposed that the Code EditionfortheinitialUnit4ISTIntervalbethesameeditionand/oraddenda as established for the associated initial Unit 3 Interval (which will be establishedinaccordancewith10CFR50.55a(f)(4)(i)).
BasisforUse:
HavingbothunitsonthesameCodeEditionfortheirinitialintervalsallows bothISTprogramstobedevelopedutilizingthesameeditionoftheapplicable Codes,whichwillmakeitlesscomplicatedforinvolvedpersonneltobecome familiar with the Code requirements, will ensure a greater degree of consistencyforISTbetweentheunits,andwillreducetheeffortassociated with surveillance procedure revisions for the program update and for maintenanceoftheprogramdocuments.
The Code of Record established for Unit 3 is in accordance with the 10CFR50.55arequirementsandrepresentsrequirementsestablishedbythe NRC to ensure the equipment is adequately tested to ensure safe plant operation.ApplyingacommonCodeeditiontobothUnit3andUnit4would establish common requirements which would minimize potential errors causedbyhavingtomaintaintwoseparateprogramrequirementsforthe2 units.Additionally,basedontheversionoftheCodeanticipatedforUnit3 IST program, the units will use the same Code Edition as that used for Preservicetesting,whichwillensureconsistencyofPreservicetoInservice testing.
PerNUREG1482,Rev.2,Basisfor3.3.2,ConcurrentIntervalsstatesThestaff believesthatconductingISTprogramsformultipleunitsitesusingthesame Codeeditioncouldprovideanimprovementinprogrameffectiveness.
