SUMMARY
OF THE SEPTEMBER 18, 2025, US NUCLEAR REGULATORY COMMISSION PARTIALLY CLOSED OBSERVATION MEETING WITH MITSUBISHI ELECTRIC CORPORATION ON THE DRAFT SAFETY EVALUATION FOR REVISION 3 OF THE TOPICAL REPORT, SAFETY SYSTEM DIGITAL PLATFORM - MELTAC, EPID L-2023-TOP-0036 On September 18, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed observation meeting with the Mitsubishi Electric Corporation (MELCO) to discuss MELCOs comments on the draft safety evaluation (SE) for the 'Review and Approval of JEXU-1041-1008, [Mitsubishi Electric Total Advanced Controller Platform] MELTAC Safety Systems Digital Platform' Topical Report.
The meeting notice is available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25259A218, and the presentation slides are available at Accession No. ML25259A132. The enclosure to this summary provides the attendees for the meeting as captured by Microsoft Teams (MS Teams) and in the meeting room.
During the meeting, MELCO representatives presented their comments on several topics in the draft SE and asked clarifying questions. The topics focused on the expanded use of MELCO controlled network technology. Specific topics were proprietary in nature, and a summary of the closed meeting discussion is provided as an enclosure to this memorandum The NRC staff expressed appreciation for MELCOs comments and feedback. As a follow-up to the meeting, MELCO mentioned that they plan to add two of the comments to the draft SE comment resolution table for NRCs consideration. No additional feedback was captured during the public comment period of the meeting.
