OF JULY 8, 2025, MEETING TO PROVIDE CLARITY ON DRAFT SET 18 STRUCTURAL SAFETY REQUESTS FOR ADDITIONAL INFORMATION FOR THE TRISO-X, LLC, LICENSE APPLICATION (ENTERPRISE PROJECT IDENTIFIER NUMBER L-2022-PMP-0005)

The U.S. Nuclear Regulatory Commission (NRC) staff conducted a closed, virtual, meeting with TRISO-X, LLC (TRISO-X), on July 8, 2025, to discuss the structural Set-18 requests for additional information (RAIs) related to the TRISO-X license. The TRISO-X application for a new fuel fabrication facility located in Oak Ridge, Tennessee was submitted via letter dated April 5, 2022 (Agencywide Documents Access and Management System Accession No. ML22101A200) and supplemented by letters dated October 13, 2022, (ML22286A144) and November 4, 2022, (ML22308A251) and revised license application submitted by letters dated December 30, 2024, (ML24365A254) and January 31, 2025, (ML25031A449).

The purpose of the meeting was to resolve TRISO-Xs questions and ensure alignment on the information needed to resolve the RAIs. During the meeting, the participants reviewed each draft RAI in detail. The topics included meteorological data, extreme temperatures, precipitation, wind and tornado design criteria, and missile hazards. TRISO-X requested the NRC state in the RAIs if the information being requested should be included in the license application, in which the staff agreed.

OFFICIAL USE ONLY - SECURITY-RELATED INFORMATION The NRC staff stated that certain data located on the portal should be included in the license application to support regulatory findings. The discussion also addressed the methodology used to determine design-based events, including the return periods for tornadoes and the justification for selected wind speeds. The parties discussed how to appropriately credit the building structure in accident scenarios and how that decision affects the analysis of natural phenomena hazards.

The key takeaways from the meeting included the agreement to hold additional discussions regarding protection against natural phenomena hazards and the need to demonstrate compliance with the performance requirements in Title 10 of the Code of Federal Regulations (10 CFR) Section 70.61 and the baseline design criteria in 10 CFR 70.64. Both parties agreed that an in-person meeting would be beneficial once draft responses and the integrated safety analysis (ISA) RAIs are available. An onsite audit was agreed to be held on August 19, 2025.
