SUMMARY
BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION, THE U.S. ARMY CORPS OF ENGINEERS, AND FEDERALLY RECOGNIZED INDIAN TRIBES REGARDING CLINCH RIVER CONSTRUCTION PERMIT ENVIRONMENTAL REVIEW (DOCKET NUMBER: 50-615)
On November 19, 2025, U.S. Nuclear Regulatory Commission (NRC) and U.S. Army Corps of Engineers (USACE) staff held a virtual meeting with Federally recognized Indian Tribes to provide an overview of the draft supplemental environmental impact statement (SEIS) for the Tennessee Valley Authority (TVA) Construction Permit (CP) application for the Clinch River Nuclear Site in Roane County, Tennessee. This meeting was not open to the public and afforded Tribal representatives an opportunity to discuss and ask questions with NRC and USACE staff about the draft SEIS. The draft SEIS is available for review and comment until December 22, 2025, and is accessible in the NRCs Agencywide Documents Access and Management System Accession No. ML25261A214.

Davis The meeting began with introductions, followed by a discussion of the NRCs Tribal Policy Statement, background to the Clinch River Nuclear Site Construction Permit Project, and the NRCs and USACEs preliminary determinations under Section 106 of the National Historic Preservation Act of 1966, as amended, and the National Environmental Policy Acy of 1969, as amended. A Tribal representative asked questions regarding access to the TVAs cultural resource reports which were prepared for the CP review and incorporated into the NRCs and USACEs review of the Clinch River Site.
At the conclusion of the meeting, the NRC agreed to provide access to the requested reports and meeting slides, and to facilitate an additional meeting if needed to discuss the information provided in the shared documents. The NRC reiterated that the comment period on the draft SEIS remains open until December 22, 2025, and acknowledged that consultation with Federally recognized Tribes may continue beyond this timeline.
