Callaway Plant MISSOURI SENSITIVE INFORMATION WITHHOLD UNDER 10 CFR 2.390(a)(4)

October 21, 2025 ULNRC-06976 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555-0001 10 CFR 50.55a Ladies and Gentlemen:

DOCKET NUMBER 50-483 CALLAWAY PLANT UNIT 1 UNION ELECTRIC CO.

RENEWED FACILITY OPERATING LICENSE NPF-30 SECOND SUPPLEMENT TO REQUEST FOR RELIEF FROM FLAW CHARACTERIZATION AND FLAW REMOVAL REQUIREMENTS OF ASME CODE, SECTION XI RELIEF REQUEST I5R-02

References:

See page3 of this letter.

On June 11, 2025, via the Reference l letter, Union Electric Company (Ameren Missouri) submitted to the Nuclear Regulatory Commission (NRC) Relief Request I5SR-02 for approval for Callaway Plant.

On June 25, 2025, Ameren Missouri submitted a supplement to the Reference1 letter, via the Reference 2 letter, to resolve a proprietary information concern and to close out a commitment (COMN 50441) to update analysis documents associated with the completion of emergent repairs described in Relief Request ISR-02. As part of the Reference 2 letter, the Relief Request document was provided as Enclosure l (Reference 3). Additional enclosures were provided with the Reference 2 letter, which are also identified as references on page 3. Specifically, Reference 4 collectively provided the supporting analyses for Relief Request ISR-02, for which three, separate, proprietary documents were provided. Reference 5 provided redacted versions of the supporting analysis documents, and Reference 6 provided affidavits for the proprietary documents.

By telephone conversation on June 25, 2025, the NRC provided verbal authorization of Relief Request 15R-02 (as documented per Reference 7). Subsequent to verbal authorization, the NRC staff reviewers to this letter contains sensitive information. Withhold from public disclosure under 10 CFR 2.390(a)(4). Upon removal of Enclosure 1, this letter is uncontrolled.

- WITHHOLD UNDER 10 CFR 2.390(a)(4) questioned whether certain information marked as proprietary in the Reference 4 analysis documents should be considered non-proprietary. In response to the NRC's question, Ameren Missouri took action to re-examine the analysis documents. From this reassessment, it was determined that the reference to "18 months" (for a single cycle of operation), as it appears in Attachments l and 3 of the Reference 4 documents, should be considered non-proprietary. Additionally, the references to the Callaway chemistry program, as they appear in Attachment 2 of the Reference 4 documents (i.e., the "modified lithium program" statement under the Justified Assumptions section and the "APA-ZZ-01020, Revision 036, Primary Chemistry Program,'" reference under the Reference section), should be considered non-proprietary as well. The remaining information designated as proprietary in the analysis documents will continue to be withheld from disclosure since it meets the withholding criteria under 10 CFR 2.390(a)(4). Enclosures !-3 of this letter have been provided as resolution to the NRC's question associated with the Reference 4 analysis documents.

No changes are needed to Relief Request ISR-02 as a result of the above-described changes to the Reference 4 documents. Relief Request ISR-02 continues to be for the period of Callaway's Cycle 28 (i.e., one cycle of operation) for the half nozzle repair and flaw evaluation alternative of the four affected reactor vessel bottom head (RVBH) bottom mounted instrument (BMI) nozzles (Nozzles 30, 35, 48, and 57). As noted in Relief Request ISR-02, a separate relief request, containing analyses beyond one cycle of operation (i.e., "life of repair"), will be submitted at a later date to justify continued use of the half nozzle repair and flaw evaluation for BMI Nozzles 30, 35, 48, and 57 for the remainder of the current ISI interval (per 10 CFR 50.55a).

For any questions concerning this submittal, please contact Jeremy Morton, Supervising Engineer, Licensing, at 314-225-1803.

This letter does not contain new commitments.

Sincerely, Mona 3 Bove Thomas B. Elwood Manager, Regulatory Affairs
