SUMMARY
OF AUGUST 26, 2025, PARTIALLY CLOSED OBSERVATION MEETING WITH FLORIDA POWER AND LIGHT/NEXTERA ON PLANNED ONLINE MONITORING PROGRAM (EPID L-2025-LRM-0102)
On August 26, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed observation virtual meeting with Florida Power and Light/NextEra (NextEra, the licensee). The purpose of the meeting was to discuss to discuss NextEras planned license amendment request (LAR) for implementing online monitoring (OLM) methodology at Point Beach Nuclear Plant, Units 1 and 2, Seabrook Station, Unit 1, St. Lucie Plant Units, 1 and 2, and Turkey Point Nuclear Generating, Units 3 and 4. The meeting notice and agenda, dated July 31, 2025, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25212A067. A portion of the meeting was closed to the public so that meeting participants could discuss sensitive information.
During the meeting, the representatives of NextEra provided an overview of its planned use of topical report, AMS-TR-0720R2-A, to implement its OLM methodology. The licensee described the scope of the LAR, which will revise definitions and add a new OLM program to the technical specifications (TS) at each site. NextEra emphasized the LAR alignment with topical report, industry standards and NRC precedents, as well as and outlined the programs technical implementation, including transmitter selection, data collection and analysis, and noise analysis techniques. The licensee plans to submit the request in October 2025 and will request the NRC to complete the review by October 2026.
During the meeting, the NRC staff described the information needed to support an efficient and thorough review of the LAR. The NRC staff requested that the submittal provides a comprehensive technical basis for transmitter amenability to OLM, including justification for inclusion of each transmitter model, documentation of setpoint coverage, and demonstration of similarity analysis for any transmitter not explicitly listed in the AMS topical report. The NRC staff emphasized the need for clear mapping of the implementation process to AMS-TR-0720R2-A, robust documentation of data acquisition and analysis methods, and clarity on the establishment and application of backstop intervals to maintain defense-in-depth. NextEra stated that the LAR would include detailed technical evaluations for each site, including amenable transmitter lists and similarity analyses, data collection and analysis methods, proposed TS markups, and a summary of lessons learned from previous During the closed portion of the meeting, the representatives of NextEra described the site-specific amenable transmitters that will be part of the planned LAR.
