The U.S. Nuclear Regulatory Commission was created as an expert, technical agency to protect public health, safety, and security, and regulate the civilian use of nuclear materials, including enabling the deployment of nuclear power for the benefit of society. Among other responsibilities, the agency issues licenses, conducts inspections, initiates and enforces regulations, and plans for incident response. The global gold standard for nuclear regulation, the NRC is collaborating with interagency partners to implement reforms outlined in new Executive Orders and the ADVANCE Act to streamline agency activities and enhance efficiency.

No: 25-049 August 25, 2025 CONTACT: Christine Saah Nazer, 301-415-8200 NRC to Discuss Apparent Violations by Holtec International at Pre-Decisional Enforcement Conference Nuclear Regulatory Commission staff and officials of Holtec International will hold a pre-decisional enforcement conference September 3 from 9 a.m.-12 p.m. in the NRCs Commission Hearing Room in Rockville, Maryland, to discuss apparent violations of agency regulations. These apparent violations were identified during a 2024 inspection at Holtecs corporate office in Camden, New Jersey.

During the meeting, Holtec may provide its perspective on the apparent violations and offer additional information to the NRC. NRC officials will be available at the end to answer questions from observers.

The decision to hold a pre-decisional enforcement conference does not mean the NRC has determined whether a violation has occurred or that enforcement action will be taken. Rather, the purpose is to discuss apparent violations; their causes and safety significance; to provide Holtec International with an opportunity to point out any errors that may have been made in the NRC review; and to enable Holtec International to outline its proposed corrective action. A decision regarding the apparent violations will be made by NRC officials later.

Holtec International is a technology company specializing in the nuclear energy sector, with a focus on spent nuclear fuel storage, transportation of nuclear fuel, and nuclear plant decommissioning.
