APPROVAL FOR USE OF NUCLEAR ENERGY INSTITUTE 11-02, RESOLVING FORCE-ON-FORCE EXERCISE SCENARIO ISSUES, REVISION 1, DATED AUGUST 2025

Dear Susan H. Perkins:

On May 21, 2025, Michael Whitlock submitted a letter (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25141A229) on behalf of the Nuclear Energy Institute (NEI) to the U.S. Nuclear Regulatory Commission (NRC) containing the proposed Revision 1 of NEI 11-02, Resolving Force-on-Force Exercise Scenario Issues, for NRC review and endorsement. On August 21, 2025, NEI submitted its final draft of Revision 1 of NEI 11-02.

Previously, the NRC conducted a public meeting on December 12, 2024 (ML25017A195) to discuss a draft force-on-force (FOF) scenario dispute resolution flowchart to be included in the revised NEI 11-02. During the December 12, 2024 meeting, the NRC committed to review the proposed revisions to the NEI 11-02 flowchart (ML25051A267) and provide feedback at a later public meeting. The NRC provided detailed feedback on the flowchart during a March 6, 2025 meeting (ML25077A310). On March 25, 2025 (ML25069A010), the NRC responded to NEIs December 31, 2024, letter (ML24366A072) regarding the December 12, 2024 public meeting.

The NRC staff has completed its review of NEI 11-02, Revision 1, dated August 2025, and concluded that all comments have been adequately addressed. Therefore, the NRC endorses NEI 11-02, Revision 1 for use during NRC-conducted FOF exercise inspections.

As a result of this endorsement, the NRC will update applicable guidance to reflect these changes in subsequent revisions.
