Dear Craig Erlanger:
The purpose of this letter is to submit American Centrifuge Operating, LLC's (ACO) responses and supplemental proposed changes to address the U.S. Nuclear Regulatory Commission's (NRC) requests for clarification (Reference 1). provides the ACO's responses to these requests for clarification. Enclosure 2 provides the supplemental proposed changes for SEC-18-0002, System Security Plan (JSSP) for Oak Ridge, TN; Piketon, OH; and Bethesda, MD. The supplemental proposed changes were determined not to decrease the effectiveness of the Security Programs/Plans in accordance with 10 Code of Federal Regulations (CFR) 70.32; however, supports the NRC's final approval of the substantive changes submitted under Reference 2.

Additionally, Enclosure 1 has been determined, in accordance with the guidance provided by U.S.
Department of Energy, to contain Export Controlled Information and must be protected from disclosure per the requirements of 10 CFR Part 810.
