SUMMARY
OF AUGUST 4, 2025, PARTIALLY CLOSED PUBLIC MEETING WITH DUKE ENERGY CAROLINAS, LLC REGARDING FUTURE LICENSE AMENDMENT FOR MCGUIRE, UNITS 1, 2; CATAWBA, UNITS 1 AND 2; ROBINSON, UNIT 2; AND BRUNSWICK, UNITS 1, 2 OF ONLINE MONITORING (EPID L-2025-LRM-0080)
On August 4, 2025, a partially closed public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas, LLC (Duke Energy or the licensee). The purpose of the meeting was to discuss a future license amendment request (LAR) which proposes to revise the Technical Specifications (TSs) and add an online monitoring (OLM) Program. This LAR proposes to use OLM methodology as the technical basis to switch from time-based surveillance frequency for channel calibrations to a condition-based calibration frequency based on OLM results.
The meeting notice and agenda, dated July 7, 2025, is available at Agencywide Documents and Access Management System (ADAMS) Accession No. ML25188A017. The licensee presented slides that are available at ML25210A159. The business portion of the meeting regarding the Title 10 of the Code of Federal Regulations Section 2.390 withholding letter dated July 31, 2025, is available at ML25211A159. The licensee presented the information contained in the meeting slides which are summarized below:
OLM provides for condition monitoring of various applications to optimize the maintenance of transmitters used as sensor input to control and protection systems. This program consists of collecting transmitter data throughout an operating, then analyzes the data to detect transmitter drift or degradation in dynamic performance, and identification of transmitters that warrant a calibration check. Further this program has been implemented in other nuclear facilities and aligns with industry standards and guidelines.
The application of the OLM program is based on the Submittal of A Version of Analysis and Measurement Services Corporation Topical Report AMS-TR-0720R2, Online Monitoring Technology to Extend Calibration Intervals of Nuclear Plant Pressure Transmitters, (ML21235A493). The implementation process for OLM involves selecting applicable transmitters, their setpoints, and calculating backstops.
The NRC staff asked the licensee if any deviations from the topical report would be submitted with the future LAR and the licensee replied that there werent any planned deviations.
The NRC staff also inquired if the upcoming submittal would be applying any lessons learned from the current OLM license amendments audits currently underway with the NRC. The licensee said experience from those activities would be incorporated into the future submittal.
The licensee stated that there will be justifications provided for certain transmitters to be included in the proposed OLM program. Further, the licensee also stated that most of the justifications for these transmitter models and setpoint coverage requirements will follow similar justifications made on prior submittals, and lastly that similarity analyses will be provided for certain cases for OLM transmitter inclusion within the LAR.
The NRC staff then opened the meeting for public comments and questions. There were no public comments or questions so the public portion of the meeting was closed.
The NRC staff then opened the business portion of the meeting which was completed after the licensees presentation and the meeting was then closed.
There were no members of the public in attendance. The NRC staff did not make any regulatory decisions during the meeting.
