SUMMARY
OF JULY 29, 2025, CLOSED MEETING WITH FRAMATOME INC. AND THE U.S. NUCLEAR REGULATORY COMMISSION FOR TOPICAL REPORT, ANP-10300P, REVISION 1, SUPPLEMENT 1P, REVISION 0, AURORA-B: ADDRESSING L&Cs 11, 12, AND 18 (EPID L-2025-TOP-0023)
On July 29, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual closed public meeting via Microsoft Teams with representatives from Framatome Inc. (Framatome).
The purpose of this meeting was for the NRC staff to hold post-submittal discussions on Framatome Topical Report (TR), ANP-10300, Revision 1, Supplement 1P, Revision 0, AURORA-B: Addressing L&Cs [Limitations and Conditions] 11, 12, and 18, that was submitted on June 16, 2025 (Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25136A387). The notice for the meeting is dated July 18, 2025 (ML25204A054).
The NRC staffs objective for the meeting was to clarify Framatomes TR requests regarding L&Cs 11, 12, and 18. In the TR, Framatome proposes information to generically address L&Cs 11, 12, and 18 to eliminate the need for a plant specific submittal in future licensing actions. L&C 11 pertains to a requirement that the uncertainties for specific plant parameters be provided on a plant specific basis. L&C 12 requires NRC review approval of any changes to the specific AURORA-B Anticipated Operational Occurrence parameter. L&C 18 includes a requirement that a description of the use of conservative measures be submitted as part of the initial implementation of licensing application and places requirements on the use of conservative measures in follow on cycles.

OFFICIAL USE ONLY - PROPRIETARY INFORMATION OFFICIAL USE ONLY - PROPRIETARY INFORMATION Framatome representatives provided additional information to address the NRC staffs questions discussed during a clarification call held on July 24, 2025. The additional information addressed several of the NRC staffs questions, but specific details regarding the proprietary discussions between the NRC staff and Framatome representatives regarding L&C 12 can be found in Enclosure 2. In closing, there were discussions on the next steps including issuance of the acceptance for the TR. No regulatory decisions and commitments were made at the meeting.
