THE U.S. NUCLEAR REGULATORY COMMISSION STAFFS REVISED SCHEDULE FOR REVIEW AND APPROVAL OF FRAMATOMES TOPICAL REPORT, ANP-10358P, REVISION 0, INCREASED BURNUP FOR PRESSURIZED WATER REACTORS (EPID L-2024-TOP-0033)
Dear Gayle Elliott:
By letter dated November 26, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24331A085), Framatome, Inc. (Framatome) submitted Topical Report (TR) ANP-10358P, Revision 0, Increased Burnup for Pressurized Water Reactors, for U.S. Nuclear Regulatory Commission (NRC) staffs review and approval. In the November 26, 2024, letter Framatome requested approval of the TR by March 2026 to support license amendment requests for potential customers. The NRC staff accepted the TR for review on January 29, 2025 (ML25023A196) and provided an initial review schedule. Since the acceptance, the NRC staff conducted an audit on March 25-27, 2025 (ML25106A159), issued requests for additional information (RAIs) on April 29, 2025 (ML25120A115), and conducted a follow-up audit on June 17, 2025 (ML25168A258). Framatome provided a response to the NRC staffs RAIs in letter dated June 20, 2025 (ML25171A043).
Based on the current review progress, the NRC staff will reduce the current review schedule by 5 months and plan to issue the Draft Safety Evaluation (SE) by November 21, 2025. The revised schedule milestones and assumptions are provided in the enclosed Revised Schedule.
This schedule information takes into consideration the NRCs current review priorities and available technical resources and may be subject to change. If modifications to these dates are deemed necessary, we will provide appropriate updates to this information. The revised schedule milestones were discussed between the Framatome and the NRC Project Manager on July 18, 2025. Please note that a potential reduction in the hours planned for this review due to the reduced schedule has not been evaluated.
The Advisory Committee on Reactor Safeguards (ACRS) will decide on whether it is interested in reviewing this TR, and as such, ACRS subcommittee and full committee meetings would occur after issuance of the draft SE but before the final SE is completed.
