June 27, 2025 James Warden Director, Office of Nuclear Energy, Safety & Security, Room 3320 HST Bureau of International Security

& Nonproliferation U.S. Department of State 2201 C Street, NW, Room 3320 HST Washington, D.C. 20520

Dear Dir. Warden:

Enclosed is export license amendment application PXB14b.11 from SPEC 150 LLC (doing business as Source Production & Equipment Co., Inc.) which was accepted for review by the U.S. Nuclear Regulatory Commission (NRC) on June 11, 2025. In this export license amendment, SPEC 150 LLC is seeking approval to modify its current export license (PXB14b.10), which authorizes the export of Category 2 quantities of Co-60, Ir-192, Se-75, and Yb-169 contained in special form capsules or sealed sources for use in the manufacture or use of industrial gamma radiography and brachytherapy sources to many countries listed as ultimate destinations in the license.

The purpose of the export license amendment is to: 1) extend the license for 2 years; and 2) revise the list of ultimate destinations by removing Aruba, Brunei, Croatia, Egypt, Ghana, Haiti, Holy See, India, Indonesia, Liechtenstein, Macau, Malta, Niger, Sri Lanka, and Zambia; and adding Bolivia and North Macedonia to the list of ultimate destinations.

As a matter of process and in accordance with 10 CFR 110.81, the export license application will be publicly available for review for 30 days. If no dissenting public comments are received, and all applicable legal requirements are satisfied, the NRC will issue the export license after the 30-day comment period.

Please feel free to contact Joanne Savoy, the Licensing Officer for this export license application, with any questions at Joanne.Savoy@nrc.gov and please forward any comments or acknowledgements for this request to ecnp_ebresponse.resource@nrc.gov.

Sincerely, 6/27/2025 X
