LONG MOTT GENERATING STATION CONSTRUCTION PERMIT APPLICATION REVIEW SCHEDULE AND RESOURCE ESTIMATE (EPID: L-2025-LRM-0035 AND EPID: L-2025-CPE-0000)
Dear Mr. Feltner:
This letter provides a summary of the review schedule and a resource estimate for the detailed review of the Long Mott Generating Station (LMGS) construction permit (CP) application (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25090A057). On May 12, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff sent Long Mott Energy, LLC (LME), a letter accepting the LMGS CP application for detailed review (ML25115A247). A notice of the acceptance for docketing was published in the Federal Register on May 2, 2025 (90 FR 18874). The tables below provide key milestones for both the safety review and the environmental review.

M. Feltner The schedule reflects the NRC staffs best estimate of the level of effort needed for its review and the NRC staffs understanding of LMEs deployment timeline for LMGS. The schedule was developed considering: (1) the complexity of the technical and regulatory issues associated with the design; (2) the completeness and quality of the application; (3) the effectiveness of pre-application, readiness review, and acceptance review engagements; (4) the availability of the NRC staffs resources and prioritization with concurrent workload (e.g., three referenced topical reports under review); and (5) the schedule and resources executed for previous non-light water reactor CP application reviews. This schedule does not include the hearing process, which follows the completion of the safety evaluation and environmental assessment.
The schedule is also based, in part, on LMEs commitment to provide supplemental information according to the timeline stated in the CP application and commitment to provide responses to Requests for Additional Information (RAIs) within 30 days after the issuance of the RAIs, if needed. The applicant is also expected to provide support in a timely and organized manner during technical audits determined necessary by the NRC staff. To achieve this schedule, the NRC staff intends to engage LME frequently to resolve open items and address emerging technical and regulatory issues. Delays in the NRC staffs receipt of confirmatory and requested information could result in changes to the review schedule. The NRC requests that LME inform the NRC staff in writing, as early as possible, should potential delays arise in its support of the schedule.
The NRC staff will conduct its safety-focused review in a risk-informed manner. The NRC staff will leverage the guidance in Regulatory Guide (RG) 1.253, Guidance for a Technology-Inclusive Content of Application Methodology to Inform the Licensing Basis and Content of Applications for Licenses, Certifications, and Approvals for Non-Light-Water Reactors, Revision 0 (ML23269A222), and the acceptance criteria in DANU-ISG [Interim Staff Guidance]-2022-01, Review of Risk-Informed, Technology-Inclusive Advanced Reactor Applications - Roadmap, (ML23277A139) issued in March 2024. RG 1.253 endorsed with clarifications and additions, NEI 21-07, Technology Inclusive Guidance for Non-Light Water Reactors Safety Analysis Report, Revision 1 (ML21343A292).
Based on pre-application activities and the information provided in LMEs LMGS CP application submittal, the NRC staff estimates that it will need approximately 28,500 staff hours and $1.3 million in contractor support to complete the safety and environmental reviews of the application. Hearing activities are not included in this resource estimate.
If there are emergent complexities or challenges in the NRC staffs review that would cause changes to the initial forecasted completion date or significant changes in the estimated resources, the reasons for the changes, along with the new estimates will be communicated via separate correspondence. The schedule and resource estimates could change due to several factors, including RAIs, unanticipated changes to the scope of the review, unsolicited supplements to the application, design changes, and other factors. For example, as indicated in LMEs submittal letter, the application includes site characterization information that is based in part on certain regional data to support analyses and findings. For selected areas, LME stated that it will submit additional site-specific information by the end of 2025, and by the end of the second quarter of 2026, and indicated that it expects that this additional site-specific information will be confirmatory in nature. If the information provided during the review includes new or

Feltner significant information that is counter to previously provided information and analyses, the NRC staff will conduct an assessment and determine the appropriate path forward, which could include, among other things, additional audits, RAIs, revisions to the NRC staffs conclusions, and changes to the review schedule or resources.
Milestones and resource estimates for hearing activities will be developed after hearing dates are established by the Commission or the Atomic Safety and Licensing Board.
