What are the known technical or regulatory issues with the current version of the Regulatory Guide (RG)?
Regulatory Guide 1.69, Concrete Radiation Shields and Generic Shield Testing for Nuclear Power Plants, Revision 1, was issued in May 2009, and establishes the NRCs position for an acceptable approach for the design and construction of concrete radiation shields in nuclear power plants. Also, it encompasses applicable material previously endorsed in Regulatory Guide 2.1 (withdrawn in June 2009), Shield Test Program for the Evaluation of Installed Biological Shielding in Research and Training Reactors.
The review by the NRC staff has identified the need to update this Regulatory Guide considering the revisions of the standards it endorses and corresponding exceptions.
This RG endorses, in part, the following codes and standards: American National Standards Institute (ANSI) American National Standard (ANS) 6.4-2006, Nuclear Analysis and Design of Concrete Radiation Shielding for Nuclear Power Plants, American Concrete Institute (ACI) 349-06 Code Requirements for Nuclear Safety-Related Concrete Structures, ACI 349.1R-07, Reinforced Concrete Design for Thermal Effects on Nuclear Power Plant Structures, and ANSI/ANS-6.3.1-1987; R2007, Program for Testing Radiation Shields in Light Water Reactors (LWR). Since the publication of the latest revision of this RG, these codes/standards have been updated. The most recent versions are: ANSI/ANS-6.4.2-2006; R2021, which replaces ANSI/ANS-6.4.2-2006, ACI 349-23 which replaces ACI 349-06, ACI PRC-349.1-24 which replaces ACI 349.1R-07, and ANSI/ANS-6.3.1-1987; R2020, which replaces ANSI/ANS-6.3.1-1987; R2007.
Accordingly, it is recommended to revise RG 1.69 to align with the latest revisions of the referenced codes and standards. The guidance in this RG may become inconsistent and outdated if not updated.

What is the impact on internal and external stakeholders of not updating the RG for the known issues, in terms of anticipated numbers of licensing and inspection activities over the next several years?
For operating reactors, the staff anticipates very few activities that involve the use of RG 1.69. However, the staff expects more than 20 applications for new and advanced reactors in the next five years that involve its use.

What is an estimate of the level of effort needed to address identified issues in terms of full-time equivalent (FTE) and contractor resources?
NRC staff requires approximately 0.4 FTE to complete a full revision of RG 1.69.

Based on the answers to the questions above, what is the staff action for this guide (Reviewed with no issues identified, Reviewed with issues identified for future consideration, Revise, or Withdraw)?
Based on the discussion above, the staff recommends to revise this RG.

Provide a conceptual plan and timeframe to address the issues identified during the review.

Identify the specific portions of RG 1.69 that need revision.
2.
Review the pertinent consensus codes/standards.
3.
Identify dependencies between any items both within the RG itself as well as between other RGs.
4.
For any additional technical problems that may arise based on this review, identify which may be already addressed in other RGs and perform literature review or calculations as necessary to satisfy the problem.
5.
Review the revised RG to ensure agency standards are met.
6.
Transmit to the Regulatory Guide and Programs Management Branch for processing in the 3rd Quarter of FY26.
