OF MARCH 5, 2025, ENERGY SOLUTIONS PUBLIC MEETING ON THREE MILE ISLAND STATION, UNIT-2 DECOMMISSIONING WITH THE NUCLEAR REGULATORY COMMISSION

Background

This was an Observation public meeting between EnergySolutions (ES), and U.S. Nuclear Regulatory Commission (NRC) staff to discuss Three Mile Island Station, Unit-2 decommissioning activities. Regulatory commitments were not made at the meeting. The meeting was noticed on February 12, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25043A309). Meeting Summary On March 5, 2025, the NRC staff held a public meeting with ES representatives. The discussion followed the agenda provided in Enclosure 2. ES stated that the purpose of the meeting is being transparent about the decommissioning progress at the site and that the primary focus of the organization is on their safety culture. During the public portion of the meeting, ES stated that Phase 1a activities were complete and that Phase 1b activities were approximately 30% complete. ES identified that canisters for storing Fuel Bearing Material had arrived on-site, and that a waste handling strategy was being developed as ES planned for the removal, packaging and storage of Fuel Bearing Material. ES also identified that steps were being taken to characterize the site in conjunction with dose reduction and decontamination efforts. ES explained that they were employing a three-prong approach to address the challenge of hiring and retaining personnel. experience. Second, they further developed the skills and knowledge of personnel using mockups. Finally, they implemented succession planning by documenting the experiences and knowledge gained by their employees. They are using mock-ups of new technology to test the equipment, practice emergency procedures, and where they need to do predictive and preventative maintenance. When providing project updates, ES mentioned that they were evaluating establishing on-site analytical capabilities, and they explained that enlarging the equipment hatch was necessary to bring the canisters for storing Fuel Bearing Material into the reactor building. ES also stated that only Class A waste had been shipped from the site thus far. After discussing the Community Advisory Panel, NRC staff asked a question about interactions with Three Mile Island, Unit 1 (TMI1). ES responded that collaboration with TMI1 was going well. ES also stated that they actively communicate with TMI1 personnel, participate in restart calls and work to resolve interface issues. Staff inquired about the decommissioning trust fund status. ES said that the fund was doing well and that there was no significant variation. The staff also asked about updates to the Post Shutdown Decommissioning Activities Report. ES replied that the document will be updated as changes are identified. There were no questions from members of the public. After the public portion of the meeting ended, ES discussed their proprietary initiatives in remote tooling, decontamination and waste processing, and the meeting was subsequently adjourned.
