REGULATORY AUDIT PLAN BY THE OFFICE OF NUCLEAR REACTOR REGULATION TO SUPPORT THE REVIEW OF LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION 5.6.3, CORE OPERATING LIMITS REPORT, BY UPDATING THE LISTING OF NRC-APPROVED ANALYTICAL METHODS USED TO DETERMINE THE CORE OPERATING LIMITS FLORIDA POWER AND LIGHT COMPANY ST. LUCIE PLANT, UNIT NO. 2 DOCKET NO. 50-389
1.0 BACKGROUND
By letter dated September 11, 2024 (Agencywide Documents and Access Management System (ADAMS) Accession Nos. ML24255A118 (Non-Proprietary) and ML24255A120 (Proprietary)),
Florida Power & Light Company (FPL, the licensee) submitted a license amendment request (LAR) for St. Lucie Plant (St. Lucie), Unit No. 2. The proposed amendment would revise St.
Lucie, Unit No. 2, Technical Specification (TS) 5.6.3, Core Operating Limits Report, by updating the listing of U.S. Nuclear Regulatory Commission (NRC)-approved analytical methods used to determine the core operating limits. Specifically, changes to the fuel thermal-mechanics, core thermal-hydraulics, emergency core cooling, nuclear design, and select design basis event analyses are proposed using NRC-approved advanced codes and methods in support of a St.
Lucie, Unit No. 2, transition to 24-month fuel cycles.
The NRC staff has reviewed the licensees submittal in accordance with the Office of Nuclear Reactor Regulation (NRR) Office Instruction LIC-101, License Amendment Review Procedures, and determined that a regulatory audit of the information identified in the Information Requests section below, conducted in accordance with the NRR Office Instruction LIC-111, Revision 2, Regulatory Audits, dated December 19, 2024 (ML24309A281), would assist in the timely completion of the subject LAR review process. The NRC staff is continuing to review other aspects of the licensees submittal and may identify the need for additional audit subjects by separate correspondence.
2.0 REGULATORY AUDIT BASES A regulatory audit is a planned, license-related or regulation-related activity that includes the examination and evaluation of primarily non-docketed information. A regulatory audit is conducted with the intent to gain understanding, to verify information, and/or to identify information that will require docketing to support the basis of the licensing or regulatory decision. Performing a regulatory audit of the licensees information is expected to assist the NRC staff in efficiently conducting its review or gain insights on the licensees processes or procedures. Information that the NRC staff relies upon to make the safety determination must be submitted on the docket. However, there may be supporting information retained as records under Title 10 of the Code of Federal Regulations (10 CFR) 50.71, Maintenance of records, making of reports, and/or 10 CFR 54.37, Additional records and record-keeping requirements, which although not required to be submitted as part of the licensing action, would help the NRC staff better understand the licensees submitted information.
The NRC staff is requesting an initial set of internal licensee information to be audited by the staff using an online reference portal. Upon completion of this audit, the NRC staff is expected to achieve the following.

Confirm internal licensee information that supports statements made in the LAR.
- 2.
Determine whether the information included in the documents is necessary to be submitted to support a safety conclusion.
The audit information the NRC staff determines to be necessary to support the development of the NRC staffs safety evaluation will be requested to be submitted on the docket.
3.0 REGULATORY AUDIT SCOPE AND METHODOLOGY The purpose of the remote audit is to gain a more detailed understanding of the information supporting the licensees request to update to NRC-approved advanced codes and methods.
The areas of focus for the regulatory audit are the information contained in the licensees submittal, the enclosed audit information needs, and all associated and relevant supporting documentation (e.g., methodology, process information, calculations, etc.) identified below.
4.0 INFORMATION REQUESTS Please make the following information for the NRC staff to audit via an online reference portal:
- 1.
Calculations performed for the small-break loss-of-coolant accident (SBLOCA) and the realistic large-break loss-of-coolant accident (RLBLOCA) evaluations.
- 2.
Documentation supporting the disposition of Chapter 15 Non-LOCA events as described in Section 4.0 of ANP-4105P, St. Lucie Unit 2 24-Month Non-LOCA Summary Report, Revision 2, September 2024.
- 3.
Calculations performed for the Chapter 15 Non-LOCA events.
5.0 AUDIT TEAM Key licensee personnel involved in the development of the LAR should be made available for interactions on a mutually agreeable schedule to respond to any questions from the NRC staff.

The initial audit will be conducted over several days. The licensee will be kept informed on a regular basis during periodic discussions with the project manager regarding the progress. The audit may include interactions (e.g., teleconferences or webinars) on a mutually agreeable schedule sufficient to understand or resolve issues associated with the information made available.
7.0 SPECIAL REQUESTS The NRC staff would like access to the documents listed above in Section 4.0 through an online portal that allows the NRC staff to access documents via the internet. The following conditions associated with the online portal must be maintained throughout the duration that the NRC staff and contractors have access to the online portal:
The online portal will be password-protected for NRC staff who are participating in the audit.
The online portal will be sufficiently secure to prevent the NRC staff from printing, saving, downloading, or collecting any information on the online portal.
Conditions of use of the online portal will be displayed on the login screen and will require acknowledgement by each user.
Username and password information should be provided directly to the NRC staff. The NRC project manager will provide FPL the names and contact information of the NRC staff who will be participating in the audit. All other communications should be coordinated through the NRC project manager.
8.0 DELIVERABLES The NRC team will develop an audit summary report to convey the results. The report will be placed in ADAMS within 90 days of the completion of the final audit session. The audit information the NRC staff determines to be necessary to support the development of the NRC staffs safety evaluation will be requested to be submitted on the docket.
