Dear Secretary Cardona:
January 13, 2025 I am pleased to submit the U.S. Nuclear Regulatory Commission's (NRC's) 2025 Annual Historically Black Colleges and Universities (HBCU) Plan. The plan describes the NRC's efforts to strengthen the capacity and competitiveness of HBCUs in pursuing opportunities to participate in Federal programs and initiatives. The NRC's plan is consistent with Executive Order 14041, "White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity Through Historically Black Colleges and Universities,"
dated September 3, 2021, the HBCU Promoting Apprenticeships through Regional Training Networks for Employers Required Skills (PARTNERS) Act, dated February 1, 2021, and the Fiscal Year 2025 Agency HBCU Plan Preparation Guide issued by your department. The NRC continues to place a great deal of focus on this area.
