SUMMARY

OF JUNE 26, 2024, PUBLIC INFORMATION MEETING WITH QUESTION AND ANSWER SESSION WITH NUCLEAR ENERGY INSTITUTE TO DISCUSS THE POWER UPRATE LICENSING REVIEW PROCESS (EPID L-2023-PPM-0004)

On June 26, 2024, a public information meeting with a question and answer session was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Nuclear Energy Institute (NEI). The purpose of the meeting was to discuss the NRC staffs ongoing power uprate streamlining efforts and engage industry and the public to discuss possible enhancements to power uprate (PUR) applications and reviews. The meeting notice and agenda, dated June 12, 2024, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24169A349. A list of attendees is provided in the enclosure.

During the meeting, NEI provided a slide presentation, which is available in ADAMS at Accession No. ML24178A037. NEIs presentation focused on the following topics:

NEI PUR survey Enabling changes o Fifty-five percent of sites have interest/planning for one or more enabling changes (accident tolerant fuel/low enrichment uranium plus (ATF/LEU+)), extended fuel cycles, and/or risk-informed loss-of-coolant accident).

o Interests in bundling of licensing actions.

NEI PUR task force mission o Provide strategic guidance to the industry PUR activities In addition, the NRC staff provided a slide presentation, which is available in ADAMS at Accession No. ML24172A147. The staffs presentation focused on:

The NRCs PUR forecast.

The formation of a dedicated PUR project team.

Generation of supporting PUR infrastructure such as a Core Team Charter, the schedule of planned activities, and a communication plan.

Creation of a PUR graded approach/risk assessment working group.

Continued public engagement.

Most of the conversations during the meeting focused on PUR regulatory improvements and recommendations for more efficient reviews such as:

Update Office of Nuclear Reactor Regulation Office Instruction LIC-112, Power Uprate Process, Revision. 2.

Measurement uncertainty recapture (MUR) process Improvements.

Improved regulatory predictability and stability.

Further consideration for sequential and combined licensing actions.

Members of the public were in attendance. Public Meeting Feedback forms were not received.
