U.S. NUCLEAR REGULATORY COMMISSION VERIFICATION LETTER FOR THE TOPICAL REPORT ON THE QUALITY ASSURANCE PROGRAM FOR HOLTEC INTERNATIONALS SMALL MODULAR REACTOR (SMR) DESIGN AND CONSTRUCTION HI-2230815-A, REVISION 2
Dear Mr. Brenner:
By letter dated September 4, 2024, Holtec International, Small Modular Reactor (SMR), LLC (hereafter referred to as Holtec) submitted the approved version of Topical Report (TR), Quality Assurance Program for Holtec Internationals Small Modular Reactor Design and Construction, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24248A162), to the U.S. Nuclear Regulatory Commission (NRC) staff for final verification in support of future licensing applications submitted under Title 10 of the Code of Federal Regulations Part 50, Domestic Licensing of Production and Utilization Facilities, or Part 52, Licenses, Certifications, and Approvals for Nuclear Power Plants.
Holtec submitted the -A version of the subject TR in accordance with the NRC request to publish an approved version, as detailed in the staff final safety evaluation transmittal letter dated August 26, 2024 (ML24228A060).
The NRC staff has verified that the submitted -A version is acceptable and is approved for referencing in future licensing applications by Holtec to the extent specified under the Limitations and Conditions delineated in the staffs final safety evaluation.
If the NRCs criteria or regulations change so that its conclusion in this letter (that the TR is acceptable) is invalidated, Holtec will be expected to revise and resubmit its respective documentation or submit justification for the continued applicability of the TR without revision of the respective documentation.
