AMENDMENT NO. 12 TO MATERIALS LICENSE NO. SPECIAL NUCLEAR MATERIAL-2506 FOR THE PRAIRIE ISLAND INDEPENDENT SPENT FUEL STORAGE INSTALLATION (ENTERPRISE PROJECT IDENTIFIER NO. L-2023-LLA-0110)

By [[letter::L-PI-23-018, License Amendment Request to Revise ISFSI Technical Specification 4.4 to Allow Use of a Code Alternative to ASME Code, NB-5130, Examination of Weld Edge Preparation Surfaces, for the TN-40HT|letter dated July 14, 2023]], Northern States Power Company (NSPM) submitted proposed Amendment No. 12 to Special Nuclear Materials (SNM) License No. 2506 for the Prairie Island Independent Spent Fuel Storage Installation. The application proposed to amend the technical specifications (TS) of SNM License No. 2506, to allow use of a code alternate needed to provide additional non-destructive examination options during fabrication of the TN-40HT casks at the PI ISFSI by allowing use of an equivalent method for examination of weld edge preparation surfaces.

The U.S. Nuclear Regulatory Commission (NRC) staff reviewed the NSPM application and finds reasonable assurance that: (i) the activities authorized by the amended license can be conducted without endangering the health and safety of the public, and (ii) these activities will be conducted in compliance with the applicable regulations. The NRC staff further finds the issuance of the amendment will not be inimical to the common defense and security. In addition, the staff determined that issuance of Amendment No. 12 meets the criteria for a categorical exclusion in Title 10 of the Code of Federal Regulations (10 CFR) Section 51.22(c)(11).

Therefore, the staff will not prepare an environmental assessment or environmental impact statement.

The NRC staff approved the requested license amendment and revised section 4, Design Features, of the TS. The attached amended license supersedes License No. SNM-2506 dated October 29, 2020. Changes made to the attached license and TS pages are indicated by vertical lines in the right margin. The safety evaluation report and the draft Federal Register notice of issuance for the amended license are also attached.

In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs Agencywide Documents Access and Management System (ADAMS).
