Thursday, January 26, 2023 11:21:32 AM Honorable ASLB Panel Chair & NRC Rulemaking & Adjudications Staff, Thank you for your January 23 MEMORANDUM. I am submitting a limited appearance statement in order to make the Atomic Safety and Licensing Board aware of my concerns at issue in the subject proceeding.

When the NationalNuclear Security Administration and the Department of Energy proposed a plan,that includes a $57.5 million dollar grant to Nuclear Fuel Services to continue uninterrupted production of weapons of mass destruction I became alarmed.

In addition to my objection to the production of weapons of mass destruction, as citizen of the Southwest Virginia and Upper East Tennessee Region I am alarmed that you would even consider granting a license to Nuclear Fuel Services, who has for many years, with the aid of lax safety regulation and oversight, contaminated the Nolichucky River with nuclear waste for 95 miles downstream, NFS has been sited for safety violations due to nuclear waste transport and disposal, mismanagement that endangered employees, and created local hazards when irradiated transport vehicles were buried illegally.

The practices of Nuclear Fuel Services and the failure of oversight organizations to demand safety compliance lead me to believe that we in this region are targeted to be the victims of the poisonous externalities, chemical and radioactive poisoning of underground and surface water, associated with nuclear waste disposal of nuclear materials enriched for bomb making. The operating history of Nuclear Fuel Services points to a strong possibility of continuing threats of accidents and pollution to the immediate and long term health of my fellow citizens and to the natural resources that sustain our communities.

I urge that The Nuclear Regulatory Commission continue to investigate Nuclear Fuel Services ongoing chemical and radioactive poisoning of underground and surface resources.

I urge you to initiate and complete an Environmental Impact Statement on Nuclear Fuel Service's85 year old plant.

I urge you to assess the legality of making nuclear weapons and their components at a private U.S. company when U.S. and international law prohibit proliferation of nuclear weapons.
