Items of Interest Week Ending August 19, 2022 NRC Issues Amendment to VC Summer for Risk-Informed Licensee-Control Program On August 16, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff issued a license amendment (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22160A365), for VC Summer, Unit 1, that allows relocation of selected surveillance frequencies from the Technical Specifications to a risk-informed licensee-controlled program.

This change is consistent with the Technical Specification Task Force (TSTF) traveler, TSTF-425, Revision 3. With this approval, all U.S. operating power reactors have a program in place that allows risk-informed licensee-control of select surveillance frequencies.

NRC Receives Molten Salt Research Reactor Application from ACU On August 15, 2022, Abilene Christian University (ACU) submitted a construction permit application for its 1-megawatt thermal Molten Salt Research Reactor (MSRR), to be located at the ACU Campus in Abilene, Texas. The application contains the Preliminary Safety Analysis Report (PSAR) and the Environmental Report. The staff will perform an acceptance review and plans to inform ACU of the results when it has been completed. ACU has engaged in pre-application activities with the staff, including public meetings and a pre-submittal regulatory audit of the PSAR. The MSRR is intended to support academic research in nuclear science and engineering.

NRC Receives NuScale Carbon Free Power Project Regulatory Engagement Plan On August 12, 2022, NuScale, LLC, submitted Revision 1 of the Carbon Free Power Project (CFPP) Regulatory Engagement Plan (ADAMS Accession No. ML22224A238). CFPP, LLC, is a wholly owned subsidiary of Utah Associated Municipal Power Systems established to develop, own, and operate the project. NuScale, LLC serves as the licensing lead and the point of contact for the NRC for the CFPP combined license application content. This plan updates the initial January 28 submission (ADAMS Accession No. ML22028A277) and identifies the planned regulatory approach and defines interactions and roles and responsibilities in order to enhance communication and reduce regulatory uncertainty.

The period of performance is from September 1, 2022, through August 31, 2023, with four option periods. The total potential value of the contract can be up to $3,087,914.75.
