EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 - CORRECTION OF AMENDMENT NOS. 277 AND 221 RE: APPLICATION TO RELOCATE THE PRESSURE-TEMPERATURE LIMIT CURVES FOLLOWING TSTF-419 (CAC NOS. MF6063 AND MF6064)
Dear Ms. Gayheart:
On March 23, 2016, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 277 and 221 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML16062A099) to Renewed Facility Operating Licenses (RFOLs) DPR-57 and NPF-5 for the Edwin I. Hatch Nuclear Plant (Hatch), Units 1 and 2, respectively.
The amendments revised the Technical Specifications (TSs) related to pressure-temperature limit curves based on Technical Specifications Task Force (TSTF) Traveler TSTF-419, Revise
[Pressure-Temperature Limits Report] PTLR Definition and References in [Improved Standard Technical Specifications] ISTS 5.6.6, [Reactor Coolant System] RCS PTLR.
By letter dated April 2, 2015 (ADAMS Accession No. ML15092A856), as supplemented by letters dated November 12, 2015 (ADAMS Accession No. ML15322A089), and February 9, 2016 (ADAMS Accession No. ML16041A244), Southern Nuclear Operating Company, Inc.
(SNC, the licensee), requested to amend their license to make changes to the TSs for Hatch, Units 1 and 2.
The letter dated April 2, 2015, had TS pages 3.4-23 and 3.4-24 marked up for deletion for Hatch, Units 1 and 2. Subsequent to issuance of Amendment Nos. 277 and 221, the licensee informed the NRC staff that an administrative error had been made in that NRC did not delete TS pages 3.4-23 and 3.4-24 for Hatch, Units 1 and 2.
Therefore, consistent with NRC staff guidance dated January 16, 1997 (ADAMS Accession No. ML103260096), based on the NRCs policy established by SECY-96-238, these errors can be corrected by a letter to the licensee from the NRC staff.
The NRC staff will delete TS pages 3.4-23 and 3.4-24 for Hatch, Units 1 and 2, from the authority files. This correction does not change any of the conclusions in the safety evaluation associated with Amendment Nos. 277 and 221 or the No Significant Hazards Consideration as published in the Federal Register. Licensee records concerning Amendment Nos. 277 and 221 should be updated to include this correction.
