Entergy concurs with the violation ascitedintheNotice ofViolation (NOV) regarding Technical Specification 5.4.1.a for failure to maintain procedures required byRegulatory Guide 1.33, Revision 2,Appendix A.Specifically, the NRCissued aviolation forfailure tomaintain adequate procedures for feedwater system operation onApril 29,2020,andthelicensee failed torestore compliance within areasonable amount oftime.
Inaccordance with10CFR2.201, this enclosure provides Entergy's reply totheNotice of Violation.

Technical Specification 5.4.1.a,
- requires, inpart, that procedures shall beestablished, implemented, andmaintained covering theapplicable procedures recommended in Appendix AofRegulatory Guide 1.33, Revision 2.Section 4.oofAppendix Ato Regulatory Guide 1.33, Revision 2,requires instructions fortheoperation of the feedwater system.
Contrary totheabove, fromJune1,2019,toFebruary 10,2021,thelicensee failed to establish, implement, andmaintain applicable procedures recommended inAppendix A
ofRegulatory Guide1.33, Revision 2,Section 4.ofortheoperation ofthefeedwater system.
Specifically, thelicensee established Procedures SOP-0009, "Reactor Feedwater System(SYS

- 82,andOSP-0053, "Emergency and Transient
Response
Support Procedure,"
Revision 27and28,tomeettheRegulatory Guide1.33requirement, andthelicensee failed tomaintain these procedures for feedwater operation toinclude necessary precautions toprevent operation ofthesystem inanimproper lineup.
Thisviolation isassociated with aGreenSDPfinding.
Reason.for..the Violatio.n OnApril 29,2020theNRCissued "River BendStation
- Integrated Inspection Report 05000458/2020001."
Theinspection report documented anon-cited violation (NCV 2020001-03) forfailure tomaintain adequate procedures forfeedwater system operation because ofthe inspectors review ofareactor scramthat occurred onMay31,2019.Additional details were

Support Procedure."
Although the violation wasdocumentedinitially intheCorrective Action Program (CR-RBS-2020-00965) the condition report wasclosed tothetwoactions taken underCR-RBS-2019-03891that addressed thecausalevaluation forthereactor scram.
Allcorrective actions were closed prior tothe NRC issuing inspectionreport 05000458/2020001.
Uponreceipt oftheinspection
- report, RegulatoryAssurance personnel didnotrecognize that a
newcondition report needed to begenerated toensure theadditional details associated withthe NCVwereadequately addressed asrequired byEntergy procedure EN-Ll-123, "NRCInspection Support."
Asaresult correctiveactions werenotdeveloped inaccordance with EN-LI-102, "Corrective Action Program,"
toadequately address correcting theSOP-0009 andOSP-0053 procedures.
Theidentified condition wasentered into Entergy'scorrective action program (CR-RBS-2021-00644).
Thefollowing corrective actions weretaken:
Action 1:
Revised OSP-0053, Emergency andTransient
Response
Support Procedure, hardcardtoensure Operators understand the requirements that atleast one LowPressure Heater String isinservice whenrestarting feedwater pumps.
Action 2:
Revised SOP-0009, Reactor Feedwater
- System, toadda precaution and limitation statement tonotattempt tostart aReactor FeedPump unless at least oneLowPressure Heater string isvalved into service on the condensate side.
Asaresult ofthecorrective actions
- taken, Entergy completed therequired changes tothe affected procedures, therefore, addressing theissue ofconcern andresulted inrestoringfull compliance.

Entergy restored full compliance onFebruary 10,2021
