OF FEBRUARY 11, 2021, MEETING WITH TENNESSEE VALLEY AUTHORITY RELATED TO A PLANNED LICENSE AMENDMENT REQUEST FOR WATTS BAR NUCLEAR PLANT, UNIT 2, TO APPLY A TEMPERATURE ADJUSTED STEAM GENERATOR TUBE FLAW GROWTH RATE METHODOLOGY (EPID L-2021-LRM-0012)

On February 11, 2021, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority (TVA, the licensee) and Westinghouse Electric Company (Westinghouse) via teleconference. The purpose of the meeting was to discuss a planned license amendment request for Watts Bar Nuclear Plant (Watts Bar), Unit 2, to apply a temperature adjusted steam generator tube flaw growth rate methodology. The planned amendment would allow the licensee to postpone steam generator tube examinations by approximately 27 days to avoid removing Watts Bar, Unit 2, from the electrical grid during anticipated peak electrical demand (September 2021 versus August 2021). The meeting notice and agenda, dated January 28, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21032A259. A list of attendees is provided as an enclosure.

The licensee presented information (ADAMS Accession No. ML21041A155) on the planned content, timing, and necessity of the amendment request. Specifically, the planned amendment would revise the Watts Bar Nuclear Plant Updated Final Safety Analysis Report (UFSAR) to allow the use of a temperature adjusted growth rate methodology for Watts Bar, Unit 2, steam generator tube flaw indications, as well as provide the accompanying analysis from Westinghouse to support the change. The licensee stated that the timing of the submittal and requested approval of the planned amendment would facilitate outage and inspection planning activities at the facility, as well as electrical supply reporting to the North American Electrical Reliability Corporation.

The NRC staff queried the licensee on the planned content and necessity for the amendment.

The licensee responded that the UFSAR change would consist of applying a reduced reactor coolant system hot leg temperature as an input to steam generator tube flaw growth methodology. The licensee also stated that the proposed change was screened through its existing change processes and the licensee determined that prior NRC approval was required to implement the methodology. The NRC staff queried whether analyses were performed to demonstrate that no existing safety analyses would be affected by the change. The licensee responded that the planned amendment was not seeking a change to their existing safety analyses, and that a margin analysis was performed to confirm that existing design and licensing bases events/accidents would be unaffected due to operation at a reduced reactor coolant system hot leg temperature. The NRC staff suggested that the licensee include a statement addressing the results of the margin analysis within the planned amendment. The licensee responded that they planned to include such a statement within the planned amendment.
