Dear Dr. Shuler:
As requested by your letter dated December 21, 2020, enclosed is Certificate of Compliance No. 9315 (USA/9315/B(U)F-96), Revision No. 16, for the Model No. ES-3100 package.
Changes made to the enclosed certificate are indicated by vertical lines in the margin. The staffs Safety Evaluation Report is also enclosed.
The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations (49 CFR) 173.471.

SUMMARY
By letter dated December 21, 2020 (ADAMS Accession Number: ML20358A076), the U.S.
Department of Energy (DOE) requested renewal of the U. S. Nuclear Regulatory Commission Certificate of Compliance (CoC) No. 9315, for the Model No. ES-3100 package. The current certificate, Revision No. 15, expires April 30, 2021, and DOE has a continued programmatic need for this package. There have been no changes to the package since the last renewal of the CoC. The certificate has been renewed for an additional five years.
EVALUATION By letter dated December 21, 2020, DOE requested renewal of Certificate of Compliance No.
9315 for the Model No. ES-3100 package without changes to the package design, operating procedures, acceptance tests, and maintenance program of the package.
CONDITIONS The following changes have been made to the Certificate:
Condition No. 15 was modified to extend the validity of the previous certificate by approximately one year.
Condition No. 16 shows the new expiration date of the certificate of April 30, 2026.
CONCLUSION The certificate has been renewed for a five-year term. These changes do not affect the ability of the package to meet the requirements of 10 CFR Part 71.
