SUMMARY

OF VIRTUAL PUBLIC MEETING/WORKSHOP ENHANCING RISK-INFORMED AND PERFORMANCE-BASED SEISMIC SAFETY FOR ADVANCED NON-LIGHT WATER REACTORS On September 2 & 3,2020, the Office of Nuclear Regulatory Research (RES) of the U.S.

Nuclear Regulatory Commission (NRC), sponsored a Category 3 virtual Public Meeting. The purpose of this meeting was to discuss research conducted by the Office of Nuclear Regulatory Research (RES) on a proposed alternative conceptual approach to seismic safety and design for Advanced Non-light Reactors within the framework of the Licensing Modernization Project (LMP) and ASCE 43 seismic design criteria and to seek inputs and feedback from the interested stakeholders and the public.

Enclosed are the meeting agenda (Enclosure 1) and the meeting attendees list (Enclosure 2).

Summary of meeting During this one-and a half-day meeting NRC staff, personnel from Southwest Research Institute (SwRI) and consultants discussed research being conducted by RES that developed a proposed alternative conceptual approach to seismic safety and physical design of nuclear power plants. The meeting opened with introductory remarks by NRC staff which included a discussion of background information and objective of the meeting. Following the staffs introductory remarks, the Southern Company representatives provided an overview on the LMP project and the treatment of external events in applying this methodology. SwRI consultants proceeded with the first part of their presentation discussing the concept of the new proposed approach, followed by a demonstration of the feasibility of this methodology through simple examples. Research and standard support to this approach was presented by the Chair of the American Society of Civil Engineers (ASCE) Nuclear Standards Committee and perspectives on using risk-informed and performance-based principles were provided by, GEH, Oklo and

NuScale representatives. To conclude the first day of the virtual public meeting/workshop, a general discussion and feedback session was held.

The second day of the virtual public meeting, started with an interactive session to discuss questions and issues related to implementation, benefits, and regulatory and licensing impacts of this approach, followed by a presentation discussing the planned phase 2 activities and scope of work. The session was concluded with a summary of the workshop and a discussion of the next steps. The public was invited to ask questions or provide comments to the NRC staff at the designated points in the agenda and all were addressed.
