Dear Mr. Haughney:
Application for approval of the Wesilex Transportation System under the provisions of 10CFR71 was made in the Reference 2 letter. As noted therein, other canister SARs are being submitted under separate cover.
This letter transmits the Wesflex W21 Canister Transportation SAR. Enclosed are 15 copies each of a Proprietary and a Non-Proprietary Revision 0 of document WSNF-101,"Wesflexm W21 Canister Transportation Safety Analysis Report." In addition,3 proprietary copies of the L
corresponding calculation packages are also being submitted.

The Proprietary copies of the report and calculation packages contain information that is' considered proprietary to Westinghouse. The enclosed Application for Withholding and aflidavit are submitted in accordance with the portions of 10CFR2.790 requesting that proprietary versions not be disclosed to the public. A non-proprietary version of the report is included with this submittal.
All design work and future fabrication, assembly, testing, maintenance, repair, modification and use of the package are performed under the Westinghouse Energy Systems Quality Management System, which has been approved by NRC under Docket No. 71-0708.
With the previous storage SAR submittals provided under the Reference 2 and Reference 3 letters, this completes Westinghouse's base transportation license application for approval of the Wesflex" Spent Fuel Management System.
