Page Two-V p. 3. As reported in 1985, a fire alarm system.is installed to provide ~ enhanced. automatic fire detection for the fuel storage and facility areas. This system. ' has been operational since April 10,(1985. (except for brief, maintenance q . outages) and continues to provide' continuous protection in the fuel storage and other adjacent rooms as previously indicated.' During early 1988, several! minor improvements were implemented with no change in effectiveness. t 4. After decontamination of Room 5 and extensive room preparations and'as allowed by License Amendment No.10, the SNM-1050 SPERT fuel was moved from ' storage in Room 3 to the new storage location in. Room 5 in u Building #554 during April,1988 with the same geometry maintained. Subsequently a detailed inventory verification and visual inspection of all 5400 fuel pins has been completed with the x-ray radiographic nondestructive weld inspection activities of the pins as allowed by SNM-1050 License Amendment. No.10 expected to be completed by March 31,1989. The fuel storage area - is properly maintained including required surveillance activities; the UFSA l facility continues to have an unblemished safety record. University of Florida Safety Review Subcommittee for the UFSA Facility covered by this license continues to review the facility status periodically to assure continued safe L storage. Radiation and. contamination surveys were performed in Room. 3 in . preparation for its release for unrestricted use which was approved on the basis of these surveys on ' April 29,1988. During the month of May,1988, - Room 3 was removed from the SPERT security system and final release per 10 CFR 50.54(p) was accomplished as the previous fuel storage Room 3 was a turned over for unrestricted use as of May 4,1988. 5. A radiation safety inspection of the SNM-1050 license facility was performed by an NRC Region II Radiation Safety Inspector on June 14,1988 with no deficiencies noted within the scope of the inspection. This inspection included ~ ' the old storage Room 3 as released for general use as well as the new storage Room 5 which was previously the facility room but is now the fuel storage room. 6. The Facility has had an NRC-approved Physical Security Plan since 1981. The. protection provided by this plan and associated systems exceeds.the requirements established in 10 CFR 73 for Materials of 1.ow Strategic Significance. NRC Security Inspections have found no security problems with the facility. During May and June, a significant administrative effort was expended to prepare an updated Security Plan (Revision 2) per 10 CFR 50.54(p); this updated Security Plan accounting for the fuel movement and associated changes was submitted to N'RC with a cover letter dated June 20, 1988 to indicate there was to be no decrease in Security Plan effectiveness but b =____ = - _ - - - - _ - _ _ o! Y.; 'i U.S. Nuclear Regulatory Commission: L February 28,1988 - L Page Three I primarily a decrease in the secured area size. In addition, a further minor change to Revision 2 was submitted to NRC with a letter dated August 29,- 1988 in response to the NRC reviewer's questions on the submitted plan which has been accepted.' Please let us know if additional information is needed in support of this request. Thank you for your consideration of this SNM-1050 requ st for license renewal. Sincerely, _ hNN~ V ) William G.
