The B&W Fuel Company, Commercial Nuclear Fuel Plant requests amendment of SNM-1168 to authorize the increase of beta-gamma contamination on protective clothing.
Attachment I to this letter gives a complete explanation and justification for this request.
The request change is reflected on Page 74 of Section V of SNM-1168 (dated 4-27-89) and is included for your review in Attachment II.
A check for $150.00 is included for the initial licensing fee as required by 10 CFR 170.

B&W FUEL COMPANY SNM-1168, DOCKET 70-1201-COMMERCIAL NUCLEAR FUEL PLANT APRIL 27, 1989 ATTACHMENT I Our request for the increase of contamination limits on protective clothing available for use is justified for the following reasons.
1.
Protective clothing cannot be effectively smear surveyed to measure removable contamination.
As a result, we muut measure the contamination by direct survey.
Measurement.by direct survey does not differentiate between 11xed and' removable contamination.
2.
Our laundry vendor cannot clean protective clothing sufficiently t reduce the level of contamination to 2
2200 dpm/100 cm as our license now mandates.
In fact, oftentimes laundered clothing measures a higher level of contamination than it did prior to washing.
As a result, this has forced the CNFP to use disposable protective clothing.
In our opinion, disposable protective clothing does not provide the level of protection that clothing made of fabric provides.
In addition, it is not cost efficient and has more than doubled our volume of dry activated waste.
The CNFP will continue to maintain protective clothing contamination limits to as low as reasonably achievable.
