Document Control Desk Washington, DC 20555 Docket No. 50-312 Rancho Seco Nuclear Generating Station License No. DPR-54 EVALUATION OF REACTOR VESSEL SURVEILLANCE PROGRAM CAPSULE RSI-F Attention: George Knighton Reactor Vessel Surveillance Capsule RSI-F has been removed from the Davis-Besse reactor vessel pursuant to Rancho Seco Technical Specification Surveillance Standard 4.2.1, Reactor Vessel Surveillance Specimens. The results of the evaluation of the capsule specimens are provided in the attached report, BAW-2074, Analysis of Capsule RSl-F, dated April 1989.
The evaluation of the specimens showed that the predicted effects of neutron irradiation on the tensile and fracture toughness properties of the reactor vessel materials are conservative when compared to the actual effects. No Technical Specification changes or License Amendments are necessary since the Technical Specifications remain conservative.
