9 Based on our independent review ofkIhe subject rulemaking sponsored by NMSS, RES recdmmends that the rulemaking be initiated.

The basis for our recommendation'is as follows:

Independent verification of therapy ' doses in.many cases-would uncover those instances when a calculational mistake-would lead to unnecessary exposure of.a patient.

Imposition of. penalties for therapy misadministration would be an effective deterrent.

The complete RES independ'ent review package has been sent to OEDO.(Attention:

DEDROGR) and the the Director, NMSS.
