Dear Mr. krphy:

In accordance with the understandings which were reflected in Chairiaan Seaborg's letter of October 3, 1963 to Admiral Karo, I am forwarding herewith a request for a preliminary site review submitted by the Pacific Gas and Electric Company. 'this review involves the siting of the Company's proposed nuclear power plant at its site near Diablo Cenyon, California. As you vill note, this site is quite near the Cayucos Site previously reviewed by the Coast & Geodetic Survey.

We would appreciate receiving, by early November 1966, a draft report of the results of a preliminary review by the Coast & Geodetic Survey concerning seismological characteristics of the proposed reactor location which may have a bearing upon our evaluation of the suit.

Mautz Chief Civil Engineer Pacific Cas and Electric Company 245 Market Street San Francisco, California 94106 Dear-Mr. Hautra This letter is in reference to the brief geologic in-spection-of the Diablo Canyon Power Plant Site, San Luis Obispo County, that you and I made on December 1.

The most critical portions of this site occupy a broad topographic bench, about 1,000 feet in average width, tha t extends alonF the irregular coastline.

The bench represents a platform of Pleistocene marine erosion, and is underlain by marine and nonmarine deposits of Pleisto-cene age.

These deposits in turn rest upon a structurally complex assemblaf e of volcanic and stratified marine sed-g imentary rocks of Tertiary age; bedrock exposures are es-sentially continuous along the present seacliff, and are abundant along the walls of lower Diablo Canyon.

steeply inclined, and it is clear that the bedrock section l

has been affected by large-scale folding.

Several faults also can be observed, but none of them appears to be large in terms of displacement.

I noted no evidence of fault offsets involvinF the bedrock platform, i.e., the contact between Tertiary bedrock and the overlying Pleistocene terrace deposits; this suggests that the youngest fault-ing in this coastal area occurred at-least 120,000 years ago.

i My preliminary opinion is tha t this site can be regarded as feasible for the use under consideration, so far as~

geologic factors are concerned.

Additional study mainly in the form of detailed geologic mapping, is recom, mended as a necessary basis for making a firin judgment concerning site feasibility, and for establishing the locations of.

test excavations that would be most useful in working toward a final judgment on site suitability.

the feasibility, in terms of known geologic conditions, of the Diablo Canyon site for construction of a nuclear pcwer plant.

These conclusions are based upon approx-imately three days cf field examination and geologic mapping, and are offered in advance of a report that will be submitted after the mappint program has been~comple-l ted.

Nc attempt will be made te document them in this memorandum, but they cen be retarded as subject to no mere than minor chantes.

1.

Bedrock in the site area is Tertiary in age, and comprises merine shales, sand-stones, and fine-trained tuffaceous sed-1ments, along with a considerable var-iety of tuffs.

All these rock types are firm and compact, although they repre-sent a wide range in hardness and re-i, sistance to erosion.

They should be capable of supporting imposed loads of

the magnitudes that could be antici-pated from elements of a power-plant l

complex.

2.

The bedrock section has been trossly de-formed, as evidenced by widespread steep dips of both sedimentary strata and volcanic units.

The effects of in-tense small-scale folding and rupturing can be identified locally, especially in parts of the sedimentary section ad-joining intrusive masses of the volcanic rocks.

Several sharply-defined faults interrupt parts of the bedrock terrane, but no large zones of Ecute or breccia and no other expressions of'lerge-scale

'culting have been recogn52ed.

3 The bedrock is overlain by marine and non-marine terrace deposits of Pleistocene age.

such offset was searched for with par-ticular care, notably in the vicinity of t

recognized faults within the bedrock section, but none ves found.

4 Landslide masses are not present within the site ares, and properly designed cuts and masses of compected fill should introduce no major problems of ground s ta bili ty.

5 Althouth some local seepage might be en-countered in deep cuts, subsurface water should constitute no more than a ciner nuisance, most of which probably would be temporary.

No large or active fault is known to ex-ist within the site area or in nearby l

areas.

Moderately severe to severe ground shaking can be expected at the site, however, as a result of major earthquakes alont the San Andress and

7 1he possibility of fault displacement at the ground surface within the site area during the planned life of a power plant can be retarded as extremely re-mote.

l In my opinien, the Diablo Canyon Site is a feasible one for the use under consideration, so far as all known geologic fceters are concerned.

Results of the inves-tigations completed to date suggest that a progrsm of j

detailed subsurface exploration, testing, and geologic-l seismic analysis would lead to a favorable final jude-ment regardin6 suitability.
