4 DEC 2 21987 Dear IDENTICAL LETTER SENT TO THOSE ON ATTACHED LIST The All Chemical Isotope Enrichment Company (AlChemIE), located in Oak Ridge, Tennessee, has submitted two license applications to the U.S. Nuclear Regulatory Commission.

We have enclosed a copy of their applications for your information. The purpose of the facilities proposed by A1ChemIE for licensing is to separate stable (non-radioactive) isotopes of various elements by centrifugation for commercial use.

Even though A1ChemIE has no plans to process uranium or other radioactive materials, the Atomic Energy Act of 1954, as amended, requires licensing of any equipment or device capable of enriching uranium. The centrifuge machines which AlChemIE intends to use will be obtained from the Department of Energy. These machines were designed, and some have been used, to enrich uranium.

I Under the provisions of the Atomic Energy Act it is required that a mandatory hearing be held on this matter under the jurisdiction of the Commission.

Such hearirgs follow the procedures of the Commission's regulation, 10 CFR Part 2, j

and will be controlled and :onducted by an Atomic Safety and Licensing Board.
