FERMI 2 IMPROVED STANDARD TECHNICAL SPECIFICATIONS

' CONVERSION

' The NRC staff met with DECO at NRC Headquarters on July 7 and 8,1998, to discuss issues related to the Fermi-2 submittal for the conversion to the improved standard technical specifications (STS). The primary focus of the meeting was a review of Section 3.4 of the STS.

i However, a number of more general issues were also discussed. Enclosure 1 lists the meeting participants.

The licensee asked for the status of the beyond-scope issues it had identified in the STS

' submittal. The staff indicated that work packages had been prepared and forwarded to the appropriate technical staff branches for review. The licensee than asked about NRC use of contractors for the review and the staff indicated that three different contractors would be used to review specific sections to identify ' potential problem areas and to propose requests for additionalinformation. The NRC staff will use the results as an input to its review of the STS l

submittal. The participants also discussed the status of proposed amendments to the current l

technical specifications (TSs) and their potential impact on the STS conversion and the timing for a supplemental submittal to incorporate recent amendments and any other changes.

The discussion then turned to a detailed review of the proposed Section 3.4 of the Fermi ;

conversion to the STS. The staff did not note any significant concems with this section. ' Some items were raised that require resolution. These items are listed in Enclosure 2. The licensee and the staff also discussed the outstanding proposed amendments to the current TSs, including their status and likely approaches to incorporating them into the STS.

Both the NRC staff and the licensee felt the meeting was beneficial in terms of identifying potential issues early in the process. Additional meetings to discuss other sections of the conversion are planned for the future.

i ITEMS IDENTIFIED FROM THE FERMI-2 STS SUBMITTAL, SECTION 3.4

1. The NRC Project Manager needs to ensure that the appropriate NRC reviewers are aware of the status of amendments to the current technical specifications (TSs).
2. Current TS 3.4.3.2 includes limiting condition for operation f. for an increase in unidentified leakage in the drywellin Operational Conditions 2 and 3. The standard TS (STS) do not include a similar requirement. The licensee chose to remove this requirement in the conversion. The Section 3.4 lead reviewer will discuss this change with the technical staff.
3. Current TS 3.4.3.2 includes Table 3.4.3.2-1 which lists allowable leakage values for each pressure isolation valve. The STS lists an allowable value per inch of valve size. The licensee adopted the STS except for four valves that are considered a special case. The staff will evaluate whether this is a beyond-scope issue.
4. In STS surveillance requirement 3.4.5.1, the licensee adopted only part of the bracketed frequency entry. It appears to the staff that the proposed TS differs from both the current TS and the STS. The licensee and the staff will discuss this item further at a future date.
5. The licensee did not include STS 3.4.6 bracketed Action B.2. The licensee believes that this was the intent of the bracket for plants that have three methods of reactor coolant system leakage detection. However, there is no clear documentation to support this position. The proposed conversion TS also differs from the current TS. The staff will evaluate whether this is a beyond-scope issue.
6. Current TS 3.4.9.2 includes a requirement to maintain reactor water level greater than or equal to 214 inches. GTG 3.4.9 does not include a similar requirement and the licensee chose not to include the level requirement in its proposed TS. The staff requested that the licensee provide additionalinformation conceming the removal of this requirement in a future submittal.
