FitzPatrick Nuclear Power Plant, Scriba, New York. Mr. Luptak' discussed:the

inspection findings with~you and other members of your. staff at the conclusion

Based on this inspection, two apparent violations of NRC requirements have
been identified and are described in the enclosed Appendix;A,, Notice oft .
Violation. These items involve failure to perform, a'nd, or document safety,
evaluations for plant modifications, and- failure of your. staff-to adhere to.

your procedure for securing ' scaffolding near three of the.four Emergency'-

Diesel Generators. .You are required to respond to this letter; in doing'so
please follow the instructions'in Appe'ndix A to-this letter.
