NRC INSPECTION REPORT NOS. 50-321/87-18 AND 50-366/87-18

Thank you for your response of October 2,1987, to our Notice of Violation,

I

issued on September 2,1987, concerning activities conducted at your Hatch

facility.

We have evaluated your response and found that it meets the

requirements of 10 CFR 2.201.

We have carefully reviewed your request to reduce the Severity Level for

Violation A (87-18-05) from Level IV to Level V and have concluded that the

violation was appropriately classified.

Your position is that the violation

has minor safety significance since the individuals who had not received annual

training had initial training, had participated in drills and exercises, and

it was believed then could have adequately performed their responsibilities.

Since an individual is not frequently called upon to implement the emergency

plan implementing procedures, it is important that the system established to

maintain proficiency be fully implemented, including annual training.

We find

that failure to perform this training is a matter of more than minor safety

significance.

In addition, your response stated that the violation had been previously

identified and corrective actions were planned. This is acknowledged; however,

it was also noted that there have been several findings addressing emergency

organization training and/or the documentation thereof identified by both the

NRC (1984-1985) and your own audit results (1982-1986). As referenced in your

response to the Notice of Violation, the recent Quality Assurance Audit Finding

(AFR 87-EP-1/10) identified during February further indicated a need for

attention to this training.

In that this matter had still not been fully

corrected as of July 1987, the violation does not meet the Enforcement Policy

criteria for exercising discretion.

We will examine the implementation of your corrective actions during future

inspections. We appreciate your cooperation in this matter.
