EVALUATION OF REQUESTS FOR RELIEF RP-01 AND RV-05 FOR THE PUMP AND VALVE INSERVICE TESTING PROGRAM - LASALLE CObNTY STATION, UNITS 1 AND 2 (TAC NOS. MA1117 AND MA1118)

Dear Mr. Kingsley:

By letter dated March 4,1998, Commonwealth Edison Company (Comed. the licensee) submitted the LaSalle County Station, Units 1 and 2, second 10-Year Interval Pump and Valve 1

Inservice Testing Program Plan, Revision 2, including changes to two Americt;n Society of 1

Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code) relief requests l

previously submitted in Revision 1. Relief request RP-01 requested relief from the requirement to measure pump flow for the High Pressure Core Spray (HPCS), Low Pressure Core Spray (LPCS), Residual Heat Removal (RHR), and Reactor Core Isolation Cooling (RCIC) water leg pumps. Relief request RV-05 requested relief from the 6-month operability tests of the suppression chamber-drywell vacuum breakers and proposed to verify the setpoints every 18 months. On May 15,1998, the NRC issued a request for additional information. The licensee responded to this request in a letter dated June 12,1998. The staff has reviewed the requests against the requirements of Section XI of the ASME Code pursuant to paragraph 50.55a of Part 50 to Title 10 of the Code of Federal Regulations.

The staff has concluded that relief request RP-01 is granted pursuant to 10 CFR 50.55a(f)(6)(i) based on the impracticality of performing the required testir.g and in consideration of the burden on the licensee if the Code requirements were imposed. The staff concludes that the attemative proposed in relief request RV-05 is authorized pursuant to 10 CFR 50.55a(a)(3)(i) based on the sitemative providing an acceptable lo al of quality and safety. The basis for the staff's j

conclusions are contained in the enclosed safety evaluation.
