Elizabeth S. Bowers, Chairman Atomic Safety and Licensing Board U. S. Nuclear Regulatory Commission Landow Building, Room 1209 Washington, D.C. 20555 (Re:
Dockets 50-275/323-OL)
Dear Mrs. Bowers:
By motion filed June 15, 1976, PG!E requests the ASLB to dismiss John J.
Farster from these proceedings.
PG&E's motion asserts it is " informed" that John J. Forster no longer resides in San Luis Obispo or even in the State of California.
I am informed, and have no reason to believe othenvist, that while presently out of town, Mr. Forster intends to return to San Luis Obispo or completion of his current responsibilities.
Therefore, it is clear that PGLE's conclusion that Mr. Forster "...no longer has an interest which r.sy be affected by this proceeding..." has no basis in fact and should be disregarded.
For these reasons, PG&E's unsubstantiated motion must be denied.
Respectf ully yours, JOHN J. FORSTER

INTERROGATORIES JOINTLY PROPOUNDED BY SAN LUIS OBISP0 MOTHERS FOR PEACE AND J0H.i J. FORSTER FOR PACIFIC GAS AND ELECTRIC CD.
San Luis Obispo Mothers for Peace and John J. Forster jointly submit the following interrogatories to the applicant (PGLE) to be answered, under oath,
{
by such PG&E personnel as have knowledge of the facts, in compliance with J e provisions of 10 CFR Parts 2.740 b and 2.741.
Reference herein to "PG&E" are to the Pacific Gas and Electric Co., including its officere, employees, vendors, contractors, subcontractors, shippers, and consultants, where applicable.
1.
Please identify by date and brief description all bomb threats received by PGLE or its contractors involving the Diablo Canyon project.
2.
In which of the above was the Sheriff's office nctified?
3.
Indicate which of the citations of question 1 was a suspect (A) Ap-prehended; (B) Charged; (C) Convicted.
4.
For every accidental fire on the site since construction began, A.
Identify by date and specific place.
B.
Indicate cause and nature of damage.
5.
Regarding the Unit 1 spent fuel pool accident of February 1,1976, indicate A.
The number of gallons of water pumped out.
B.
The number of minutes that the pump was c;erating to remove water.
C.
Rated capacity of the pump D.
Corrective circumstances taken to stop pump.
E.
Height of water level relative to location of outlet upon termination of outflow.
F.
Fraction of maximum to which pertinent valves were open 1
G.
Steps, if any, taken to lower the probability of a similar accident occuring again.
6.
Identify all seismic instrumentation currently installed at the Diablo site persuant to 10 CFR 100, Appendix A, VI (a)(3).
7.
Reference Interrogatory No. 6.
If such ' instrumentation exists, list all seismic trips and the detailed results derived theref rom, including comparison with postulated design basis response.

i 8.
In the event of a LOCA and accumulator dumping, with pump failure, describe instrumentation which aids operator in determining what to do.
9.
Production of Documents (10 CFR 2.741).
Provide Interveners with (PERT?). schedules showing in detail the current construction and testing I
status of Units 1 and 2.
(These are the schedules generally mounted on the wall of the PG&E conference room adjacent to the site security office.)
10.
Relative to Diablo seismic design. basis, identify the five earthquakes which you currently postulate could be the' most significant, and give peak horizontal ground acceleration values for each, 11.
In light of the presently-known geology in the neighborhood of Diablo Canyon what do you believe the OBE and SSE, as defined by peak ground accelerations, should be?
12.
Describe the maximum tsunami anticipated at the site resulting from a magnitude 7.5 earthquake on the Hosgri Fault.
13.
Will Unit 1 operating staff have access to, and be able to monitor,'
outside air monitors and chlorine detector panels which are located in the Unit 2 side of control room, during Unit 2 construction activities?
14.
Will you allow these interveners or their consultants to review the Diablo Caryon Power Plant Emergency Plan without an order to compel?
We now request to review same persuant to 10 CFR 2.741.
15.
Please describe the Criticality Monitor system installed in the Fuel i
Handling Building indicating, A.
Location of detector (s).
B.
Nature of detector (s).
C.
Purpose of system.
D.
