Gentlemen:
This refers to the inspection conducted by Mr. L. J. Garvin of the
Region V, Directorate of Regulatory, Operations Office, on August 6-8,
1973, at the Associated Piping and Engineering Plant located fn
Cotcpton, California, with regard to the f abrication of the primary
steam piping for the Zimmer No. I reactor facility and to the dis-
cussion of our findings at the conclusion of the inspection with
representative of Associated Piping and Engineering Company, General
Electric Company, and Mr. Schwiers of your staff.
The area examined during the inspection is identified in the enclosed
(
inspection report. Within this area,~the inspection consisted of
selective examination of the manufacturer's quality control manual and
records, interviews with plant personnel, and observations by the
i'.nspector.
During the innpection, it was found that certain of your activities
cppear to be in violation of AEC requirements. The activities and
reference to the pertinent requirements are listed in the enclosure
to this letter.
This notice is sent to you pursuant to the provisions of Section 2.201
of ths AEC's " Rules of Practice," Part 2, Title 10, Code of Federal
(
Regulations. Section 2.201 requires you to submit to this office,

within thirty (30) days cf your receipt of this notice, a written
l
statement or explanation in reply, including:
(1) corrective steps
l
which have been taken by you, and the results achieved; (2) corrective
steps which will be taken to avoid further violations; and (3) the
date when full compliance will be achieved.
