Dear Ms. Alvarez:

In accordance with the letter dated October 30,1996, from Mr. Philip Lader, former Administrator of the Small Business Administration, I am pleased to report the Nu;! ear Regulatory Commission's (NRC) Fiscal Year 1997 achievements under the Procurement Preference Program. reflects achievements against our goals, in the seven categories of the Procurement Preference Program. Enclosure 2 which has been modified per discussion with Mr. Jim Gamberdella, of your staff, depicts additional information requested for selected categories of small businesses.

As you will note, NRC exceeded its dollar and percentage goals in three categories; 1) prime contract awards to small businesses,2) prime contract awards to disadvantaged businesses, and 3) prime contract awards to women-owned businesses, in the other four categories, NRC exceeded its dollar goal but fell short of its percentage goal. This is due in part to our efforts to gain efficiency by consolidating several small contracts (previously available to 8(a) firms) under a multi-year interagency agreement with the General Services Administration. The lag in subcontracting awards is due in part to the timing of initiating work under the interagency agreement which occurred late in the fiscal year.

We will continue to strive w meet our Procurement Preference Program goals and to provide small, minority, and women-owned businesses maximum opportunity to participate in NRC's procurement activities. We do not anticipate any problems in meeting our goals for Fiscal Year 1998. If you have questions regarding this report, or the Agency's Small Business Program, please contact Ms. Irene P. Total Prime Contracts - NRC's estimated contract dollars for FY 1997 were

$59,567,432. Total prime contract dollars awarded were $78,146,175.

Prime Contract Awards to Small Businesses -- NRC set a FY 1997 goal of $22,387,747 (37.58%) in this category. Total prime contract awards to small businesses were i

$38,340,643 or 49.06 percent of the total dollar amount of all prime contracts.

Prime Contract Awards to 8(a) Firms -- NRC's FY 1997 goal for prime contract awards to 8(a) firms was $16,284,201 (27.33%). Total awards to 8(a) firms were $16,772,628 or 21.47 percen'. of the total dollar amount of all prime contracts.

Prime Contract Awards to Small Disadvantaged Businesses other than 8(a) -- NRC's goal for prime contract awards to small disadvantaged businesses other than 8(a) was

$202,000 (0.33%). The actual achievement was $647,770 or 0.83 percent of the total dollar amount of all prime contracts.

Prime Contract Awards to Small Businesses Owned and Controlled by Women -- NRC's I

goal for prime contract awards to small businesses owned and controlled by women was

$6,281,400 (10.55%). The actual achieveme it for such firms was $9,471,505 or 12.12 percent of the total dollar amount of all prime contracts.

Total Subcontracts - NRC's estimated goal for total subcontract dollar awards in FY 1997 was $3,350,000. Total subcontract dollars awarded were $5,813,157.

Subcontract Awards to Small Businesses -- NRC's goal for subcontract awards to small businesses was $2,645,000 (78.95%). The actual dollar value of subcontract awards to small businesses was $4,048,197 or 69.63 percent of total subcontract dollars awarded.

Subcontract Awards to Small Disadvantaged Businesses - NRC's goal for subcontracts in this category was $617,000 (18.41%). Subcontract awards to small disadvantaged businecses totaled $693,873 or 11.93 percent of total subcontract dollars awarded.
