Docket No. 70-7002 Certificate Amendment Request - Miscellaneous Criticality Accident Alarm System Facilities

Dear Dr. Paperiello:

In accordance with 10 CFR 76.45, the United States Enrichment Corporation (USEC or Corporation) hereby submits a request for amendment to the certificate of compliance for the Portsmouth, Ohio Gaseous Diffusion Plant (GDP). This certificate amendment request revises TSR Section 2.8, Specific TSRs For X-710 Laboratory, to address other facilities that contain Criticality Accident Alarm Systems j

(CAAS). The revised TSR will be entitled, Specinc TSRs for Miscellaneous Facilities [X-700, X-710, X-720, X-760 and XT-847]. The TSR LCO, Applicability, Required Actions, Surveillances and Basis \\g will not change as a result of this TSR revision. This certificate amendment request responds in part to an NRC Inspector Followup Item (IFI),70-7002/97-206-108, in which it was noted that these additional facilities that contain CAAS should be included in the TSRs. to this letter provides a detailed description and justification for the proposed change to TSR f Section 2.8. Enclosure 3 is a copy of the revised TSR pages whicli are provided for your review and Ni approval. Enclosure 4 contains the basis for USEC's determination that the proposed changes associated with this certificate amendment request are not significant.

Since there is currently no immediate plant operational impact requiring prompt review of this certificate amendment request, USEC requests NRC revbw as soon as practical. The amendment should become l

Proposed Certificate Amendment Request Miscellaneous Criticality Accident Alarm System Facilities Detailed Description of Change Specific TSR Sections Affected The proposed change revises Technical Safety Requirements (TSRs) Section 2.8, Specific TSRs For X-710 Laboratory, to address other facilities that contain Criticality Accident Alarm Systems (CAAS).

The revised TSR, Section 2.8, will be entitled, Specific TSRs for Miscellaneous Facilities [X-700, X-710, X-720, X-760 and XT-847]. The TSR LCO, Applicability, Required Actions, Surveillances and Basis

j In addition, TSR 2.8.1, X-710 Laboratory Opeutional Modes, is revised to delete the current operational modes and to indicate there are no TSR operational modes associated with these miscellaneous facilities.

Justification for Change This certificate amendment request responds, in part, to an NRC Inspector Followup Item (IFI), 70-7002/97-206-10B, in which it was noted that additional facilities which contain Criticality Accident l

Alarm Systems should be included in the TSRs. The NRC IFI,70-7002/97-206-10B, stated that 10 CFR i

76.87 requires TSRs for safety significant design features such as criticality alarms. Buildings X-700, X-710, X-720, X-760 and XT-847 contain Criticality Accident Alarm Systems but do not cunently have TSRs requiring the CAAS to be operable in these buildings. This certificate amendment request incorporates these buildings into the TSRs.

The deletion of the operational modes from TSR 2.8 is appropriate since: 1) the CAAS applicabili;y statement requires criticality accident alarm systems to be operable at all times for those areas, equipment or processes which contain greater than 700 grams of 2"U at an enrichment 21.0 wt. % 2" U and is, therefore, independent of the operational modes described in TSR 2.8.1 and 2) the current TSRs, as well as the TSRs proposed in this certificate amendment request, contain only the CAAS TSRs. As such, the operational modes described in Section 2.8.1 are not applied to any TSRs contained in TSR Section 2.8.
